It also provides an opportunity for sharing lessons learned and good practices from different regions of the world. The Report is based on the responses and comments provided by 105 assemblies from around the world to a survey on the use of ICT in parliament conducted between July and November 2007. It also draws on experiences exchanged during the World e-Parliament Conference 2007 and relevant publicly available information

Book excerpt: Concepts such as e-voting, e-democracy, e-participation, online campaigning, and e-parliament are the most powerful proof of the use of ICTs in political activities, processes, and institutions. E-Parliament and ICT-Based Legislation: Concept, Experiences and Lessons presents a conceptual framework regarding e-parliament and analyzes the impacts of ICTs on the structure of parliament, its functions, relations with other actors, and the legislative process. As a result of the means and opportunities created by ICTs, parliaments have had a chance to simplify and integrate their administrative processes and involve citizens in legislative processes. This book reflects on new understandings, developments, and practices in parliaments within the framework of ICT usage.

Book excerpt: This report is intended to be read as a stand-alone document but can be seen as a continuation of the series that began when the Global Centre for ICT in Parliament published the first World e-Parliament Report, in 2008, and continued with the 2010 and 2012 reports. It contains an analysis and discussion of the survey of parliaments, which drew responses from 114 parliamentary chambers in 88 countries, and the PMO survey of 33 organizations from 31 countries. This report highlights the following: ICT is a core enabler in strengthening and transforming parliaments. Parliaments should do more to engage at the highest political level with the potential for digital transformation. To realize the real benefits of ICT, parliaments need to make a commitment to a vision and to strategic change supported at the highest levels of the institution. Lack of funding and insufficient knowledge among staff and members remain as key challenges for parliaments to use ICT effectively. Parliaments are continuing to adopt technologies internally, including: document management systems to support the legislative process, though often hampered by a lack of resources; cloud-based technologies, which are starting to change the way parliaments manage documents and data; wireless networks, now ubiquitous within parliaments; Extensible Mark-up Language (XML) for parliamentary documents along with the adoption of open data standards. Parliamentary libraries remain a primary source of such innovation. The external face of parliament has changed, though the importance of existing assets such as websites and email remains strong: In a digital world that is now decidedly multi-channel, social media has become a key strategic communication channel for parliaments. It can be difficult, however, for parliaments to know how members are using these new tools and how best to support them. Email remains a primary communication channel for members; parliamentary websites are another continuing core asset in providing information, documentation and data. A small but growing number of parliaments are evaluating their web assets. The importance of open data for parliaments will continue to grow, but there is evidence that parliaments are struggling to make such data available and accessible for citizens. Parliaments need to reach out more effectively to citizens and others: They have not been very innovative in finding ways to engage citizens directly in the legislative process, though an increasing number are now experimenting with different forms of citizen participation in parliamentary work. They are currently unable to offer sufficient inter-parliamentary support to their peers in the areas of open data, application development, social media, or engagement and outreach generally.

Available in PDF, EPUB and Kindle. Book excerpt: The relationship between parliaments and citizens is one of the least studied subjects in legislative studies, yet this is a crucial dimension to understand parliaments and the role they play in our political systems. Furthermore, this relationship has gained considerable visibility over the last decade thanks in part to the development of new media, but also as a reaction to the trends of political apathy. In a context of increasing political disengagement, parliamentary discourse shifted attention from the traditionally predominant relationship with government to the relationship with citizens. Issues of legitimacy became more directly associated with the link between parliament and citizens, resulting in investment in new and more complex mechanisms for contact with citizens, even in the more centralised systems. This book looks at a wide range of case studies across Europe and beyond, assessing overall strategies in the move towards stronger engagement with citizens. It assesses the extent to which the shift in discourse has led to actual changes in parliamentary practice. This book was published as a special issue of the Journal of Legislative Studies.

Book excerpt: This book explores the main elements of e-Democracy, the term normally used to describe the implementation of democratic government processes by electronic means. It provides insights into the main technological and human issues regarding governance, government, participation, inclusion, empowerment, procurement and, last but not least, ethical and privacy issues. Its main aim is to bridge the gap between technological solutions, their successful implementation, and the fruitful utilization of the main set of e-Services totally or partially delivered by governments or non-government organizations. Today, various parameters actively influence e-Services’ success or failure: cultural aspects, organisational issues, bureaucracy and workflows, infrastructure and technology in general, user habits, literacy, capacity or merely interaction design. This includes having a significant population of citizens who are willing and able to adopt and use online services; as well as developing the managerial and technical capability to implement applications that meet citizens’ needs. This book helps readers understand the mutual dependencies involved; further, a selection of success stories and failures, duly commented on, enables readers to identify the right approach to innovation in governmental e-Services. With its balanced humanistic and technological approach, the book mainly targets public authorities, decision-makers, stakeholders, solution developers, and graduate students.

Available in PDF, EPUB and Kindle. Book excerpt: Parliaments play a pivotal role in governance, and yet little is known about how evidence is used for decision-making in these complex, political environments. Together with its practice companion volume, African Parliaments: Systems of evidence in practice, this volume explores the multiple roles legislatures play in governance, the varied mandates and allegiances of elected representatives, and what this means for evidence use. Given the tensions in Africa around the relationships between democracy and development, government and citizen agency, this volume considers the theories around parliamentary evidence use, and interrogates what they mean in the context of African governance.
