Book excerpt: Overcoming the scarcity and temporal variance of water availability in semi-arid regions, or the excess of water in temperate regions, often requires cooperation. This paper describes the approach taken by an Israeli-Palestinian team to identify joint management structures for the aquifers shared by these two parties, and some of the lessons learned from the experience of this team.

Book excerpt: Most of the world's freshwater resources in the liquid state (i.e. not in glaciers and polar caps) are underground. As the population grows and demand for water rises, reliance on groundwater increases. In many cases the groundwater underlies boundaries, or is part of a hydraulic system that crosses boundaries. In such cases there is always the danger that the 'prisoner's dilemma' will run its course and all parties will compete over who will pump the most water, ultimately destroying the storage potential to the detriment of future generations of all parties reliant on the groundwater. This book explores the options and means for averting this all too realistic scenario by managing these shared groundwater resources. Nowhere is the likelihood of excessive use of groundwater greater than in the water-scarce Middle East, and especially in the Israeli-Palestinian case. Here both sides are heavily reliant on a shared aquifer, the Mountain aquifer. This book is the outcome of a seven-year effort to find ways to manage the Mountain aquifer, perhaps the most important resource shared by Israelis and Palestinians. As part of this cooperative study, four workshops were held in which a selected number of Palestinian, Israeli, and foreign experts were invited. The chapters in this book were originally presented in one of these workshops. To these papers introductory and concluding chapters were added.

Available in PDF, EPUB and Kindle. Book excerpt: This book brings together, for the first time, independent and highly respected lawyers and jurists from both sides of this century-old conflict, to identify and assess areas of common interest. As violence diminishes in favour of negotiation and compromise, all issues covered by the ongoing discussions will be determined by emerging rule of law. The book contains original contributions from an experienced team of Palestinian and Isrealic lawyers and scholars in the field and covers a range of strategic issues, including history and law, key international treaties, the domestic dimensions of the peace process, water arrangements, economic issues, and the legal institutions which are being created and must adapt to the new scene. An important feature of the book is that it succeeds in showing that the traditional opposition os Israeli and Arab views may be giving way to a common informed reflection on modes of coexistence primarily determined by law. Contributers include Raja Shehadeh, Ruth Gavison, Eyal Benvenisti, Eugene Cotran, David Kretzmer, Anis Al-Qasem, Celia Fassberg, Sharif Elmusa, Mahmud El Jaafari, Eran Feitelson, Ruth Levush, and Mona Rishmawi.

Available in PDF, EPUB and Kindle. Book excerpt: This original analysis of the Middle East water problems highlights questions and issues which have so far only received minimal attention. The author develops a multi-layered account of the nature and causes of the conflict and the Pealestinian water crisis. Each chapter addresses a particular aspect of the Israeli-Palestine water conflict and the author uses these to illustrate both the broader nature of Israeli-Palestinian relations and factors that the existing water literature underplays or simply gets wrong. The book should interest students, scholars and practitioners in a wide range of disciplines including Middle East studies, politics and international relations, water policy, geography, environmental studies and environmental management.

Book excerpt: Ecoviolence explores links between environmental scarcities of key renewable resources_such as cropland, fresh water, and forests_and violent rebellions, insurgencies, and ethnic clashes in developing countries. Detailed contemporary studies of civil violence in Chiapas, Gaza, South Africa, Pakistan, and Rwanda show how environmental scarcity has played a limited to significant role in causing social instability in each of these contexts. Drawing upon theory and key findings from the case studies, the authors suggest that environmental scarcity will worsen in many poor countries in coming decades and will become an increasingly important cause of major civil violence.

The answer is of huge importance for people everywhere, but particularly to the peoples and political leaders of the Middle East and North Africa. As well as explaining the particular issues of conflict in the region, Allan argues that the answer to these problems lies at the global rather than local level. The Middle East Water Question is a major book by one of the world's leading authorities on water issues.

Available in PDF, EPUB and Kindle. Book excerpt: The 21st century will present unprecedented challenges. Already in its first decade we have seen the dramatic impact of two systemic risks, that of climate change and that of the financial crisis. The cause but also the solution to these crises lies in a deeper understanding of the underlying factors and int- dependencies. New ways must be found to overcome deep obstacles and find common solutions to seemingly intractable problems. The water crisis in the Middle East is a central challenge of the 21st century. The future of the people of the region depends on finding lasting solutions. Due to the exhaustion and pollution of available sources, compounded by climate change, demographic change and economic development, the pressures of water resource management will grow. New solutions must urgently be found as business as usual is not sustainable. This book provides vital new insights into possible elements of a sustainable future in one key area, that of the Jordan River and Dead Sea Basin. The future development of the Jordanian, Palestinian and Israeli people depends on finding a just and sustainable system of water resource management in this Basin. Given the potential for regional and other conflicts arising out of tensions over water, the ramifications are wider and even global in significance. This volume provides fresh regional and international perspectives which greatly assist in our understanding of the issues and their possible resolution.
