Book excerpt: In July 2010, the National Research Council (NRC) appointed the Committee to Review the 21st Century Truck Partnership, Phase 2, to conduct an independent review of the 21st Century Truck Partnership (21CTP). The 21CTP is a cooperative research and development (R&D) partnership including four federal agencies-the U.S. Department of Energy (DOE), U.S. Department of Transportation (DOT), U.S. Department of Defense (DOD), and the U.S. Environmental Protection Agency (EPA)-and 15 industrial partners. The purpose of this Partnership is to reduce fuel consumption and emissions, increase heavy-duty vehicle safety, and support research, development, and demonstration to initiate commercially viable products and systems. This is the NRC's second report on the topic and it includes the committee's review of the Partnership as a whole, its major areas of focus, 21CTP's management and priority setting, efficient operations, and the new SuperTruck program.

Book excerpt: The changes in the machinery of government, announced in June 2007, led to this assessment of the place of the Department for International Development (DFID) in trade policy structures and how this area could be best managed across government. The inquiry also followed up on the report 'Conflict and development: peacebuilding and post-conflict reconstruction' (HC 923-I 2005-06) and the responsibility of the former Department of Trade and Industry in relation to the regulation of activities of UK companies operating in developing countries. Although the reaction to the changes in the machinery of government are broadly positive, there are reservations about complexity, unclear lines of accountability and new layers of bureaucracy. The increase in the number of DFID ministers is welcomed but there are concerns that the brief of the Trade Policy Minister might be too wide.

Available in PDF, EPUB and Kindle. Book excerpt: The Missouri River Ecosystem: Exploring the Prospects for Recovery resulted from a study conducted at the request of the U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers. The nation's longest river, the Missouri River and its floodplain ecosystem experienced substantial environmental and hydrologic changes during the twentieth century. The context of Missouri River dam and reservoir system management is marked by sharp differences between stakeholders regarding the river's proper management regime. The management agencies have been challenged to determine the appropriate balance between these competing interests. This Water Science and Technology Board report reviews the ecological state of the river and floodplain ecosystem, scientific research of the ecosystem, and the prospects for implementing an adaptive management approach, all with a view toward helping move beyond ongoing scientific and other differences. The report notes that continued ecological degradation of the ecosystem is certain unless some portion of pre-settlement river flows and processes were restored. The report also includes recommendations to enhance scientific knowledge through carefully planned and monitored river management actions and the enactment of a Missouri River Protection and Recovery Act.

Available in PDF, EPUB and Kindle. Book excerpt: What is special, distinct, modern about modernity? In How the World Became a Stage, William Egginton argues that the experience of modernity is fundamentally spatial rather than subjective and proposes replacing the vocabulary of subjectivity with the concepts of presence and theatricality. Following a Heideggerian injunctive to search for the roots of epochal change not in philosophies so much as in basic skills and practices, he describes the spatiality of modernity on the basis of a close historical analysis of the practices of spectacle from the late Middle Ages to the early modern period, paying particular attention to stage practices in France and Spain. He recounts how the space in which the world is disclosed changed from the full, magically charged space of presence to the empty, fungible, and theatrical space of the stage.

Book excerpt: This landscape report on the current status of activities related to medical countermeasures (MCMs) for pandemic response underscores the urgent need for action in this critical area. From bolstering research and development to diversifying manufacturing capacities, coordinating global procurement efforts, ensuring equitable allocation approaches for these lifesaving interventions, and making sure arrangements are in place so that they reach the very last mile and enable appropriate use by those in need, the journey toward pandemic preparedness traverses a multifaceted landscape. Yet, despite the progress made, critical gaps in MCM-related aspects remain, and vulnerabilities urgently need to be addressed. This report explores scientific advancements and ongoing or planned activities in the field of MCMs. While there is much progress to note and acknowledge, it is evident that significant work remains to strengthen our abilities to prepare for and respond to pandemics. Moreover, no single entity can tackle this monumental task alone. A network of networks is needed, wherein collaboration and coordination among regional and global health actors are strengthened, ensuring a coherent, streamlined, and accountable approach to pandemic preparedness. This report emphasizes the importance of collective effort in navigating the complex landscape of medical countermeasures and enhancing global health security.
