Book excerpt: Gender gaps in womens’ economic opportunities—labor market and entrepreneurship—have remained high in India. Lack of adequate collateral limits women entrepreneurs’ ability to access formal finance, leaving them to rely on informal sources, constraining their growth. A small-open economy DSGE model is built to investigate the long-run macroeconomic impacts from closing gender gaps in financial access. Results suggest that an increase in women entrepreneurs access to formal credit results in higher female entrepreneurship and employment, which boosts India’s output by 1.6 percent. However, regulations and gender-specific constraints in the labor market limit potential gains as females’ access to quality jobs in the formal sector remains restricted. The paper shows that the factors influencing the number of females are different from those influencing the share of females in formal economic activity. Combining gender-targeted financial inclusion policies with policies that lower constraints on formal sector employment could boost India’s output by 6.8 percent.

Indeed, formalisation policies that do not recognise gendered realities and prevailing socio-economic conditions may be less effective and even counterproductive. This book examines the varying trajectories of formalisation and their impact on women workers in five developing countries in Asia and Africa: India, Thailand, South Africa, Ghana and Morocco. They range from low- to middle-income countries, which are integrated into global financial and goods markets to differing degrees and have varying labour market and macroeconomic conditions. The case studies, using macro and survey data as well as in-depth analysis of particular sectors, provide interesting and sometimes surprising insights. Despite some limited successes in providing social protection benefits to some informal workers, most formalisation policies have not really improved the working conditions of women workers. In many cases, that is because the policies are gender-blind and insensitive to the specific needs of women workers. The impact of formalisation policies on women in developing countries is relatively under-researched. This book provides new evidence that will be applicable across a wide range of developing country contexts and will be of interest to policymakers, feminist economists and students of economics, labour, gender and development studies, public policy, politics and sociology.

There has been a significant change in the informal labour market with more women working for wages. However women remain amongst the lower earners of society, as despite performing the same tasks they are paid less compared to their male counterparts and are mostly engaged in part time jobs. Domestic service is one such category in the informal employment sector which provides jobs to women in large numbers. Yet of the eleven labour policies framed by various governments since the creation of Pakistan in 1947 none has addressed the issue of domestic workers, nor are domestic workers covered under the general labour laws of the country.2 In the light of this situation the paper attempts to deconstruct the role of law in empowering women domestic workers by exploring the relationship between law, gender and empowerment in a plural legal society.
