Japan has become one of the least fertile and fastest aging countries in the world. Why are so many Japanese women opting out of family life? To answer this question, the author draws on in-depth interviews and extensive survey data to examine Japanese mothers' perspectives and experiences of marriage, parenting, and family life. The goal is to understand how, as introspective, self-aware individuals, these women interpret and respond to the barriers and opportunities afforded within the structural and ideological contexts of contemporary Japan. The findings suggest a need for changes in the structure of the workplace and the education system to provide women with the opportunity to find a fulfilling balance of work and family life.

The book focuses on how economic developments changed the everyday lives of ordinary women in early-modern and modern Japan. Different from precedent gender studies, the spotlight here is on the daily activities and structural positions of women rather than feminist movements or activities of elite women. Using demography, anthropometrics, and labour economics, this book explicates childcare, physical development of girls, and women’s labour migration. The dynamics of ordinary women in prewar Japan may change deep-rooted images of women as oppressed beings. Using quantitative data multi-dimensionally with the latest statistical analysis methods, this book shows how Japanese economic historians can contribute to historians of gender and family who are interested in early-modern and modern Japan. The first part consists of four chapters that discuss women migrant workers in the Tokugawa period, women’s work, and family strategies in the underdeveloped regions of the country, conflicts between child-rearing and women’s work on family farms, and living standards of teenaged girls in early twentieth-century Japan. Those chapters provide a bridge between economic historians and feminist historians and articulate new research fields for both. The second part, comprising four book reviews, illustrates how the gender concept has been adopted in family and gender historiography in Japan.

It situates the change in fertility rates in a broader context, such as family life and working customs. The basic argument it puts forward is that Japan has failed to establish a “dual-earner” society: women still face the trade-off between having a career or starting a family, which has led to an extremely low fertility rate in Japanese society. Further to this rather common explanation, which could also be applied to other low-fertility societies such as Germany and Italy, the author presents an original view. Japan has had its own momentum in holding on to its strong “men as breadwinners and women as housekeepers” model by creating a unique regime, namely, a Japanese model of a welfare society. This regime places special emphasis on the welfare provided by private companies and family members instead of by the government. Private firms are expected to secure men’s jobs and income to the greatest extent, taking advantage of Japanese employment customs. On the other hand, women are expected to provide care for their family members. The book argues that the familialist orientation is still dominant in Japan and is repeatedly reinforced in the policy context.

Drawing upon historical materials, survey and statistical data, and extensive interviews in Japan, Mary Brinton provides an in-depth and original examination of the role of gender in Japan's phenomenal postwar economic growth. Brinton finds that the educational system, the workplace, and the family in Japan have shaped the opportunities open to female workers. Women move in and out of the workforce depending on their age and family duties, a great disadvantage in a system that emphasizes seniority and continuous work experience. Brinton situates the vicious cycle that perpetuates traditional gender roles within the concept of human capital development, whereby Japanese society "underinvests" in the capabilities of women. The effects of this underinvestment are reinforced indirectly as women sustain male human capital through unpaid domestic labor and psychological support. Brinton provides a clear analysis of a society that remains misunderstood, but whose economic transformation has been watched with great interest by the industrialized world.

Beyond the Gender Gap in Japan brings together researchers from across the social sciences to investigate this question. The authors analyze women’s values and the lived experiences at home, in the family, at work, in their leisure time, as volunteers, and in politics and policy-making. Their research shows that the state and firms have blurred “the public” and “the private” in postwar Japan, constraining individuals’ lives, and reveals the uneven pace of change in women’s representation in politics. Yet, despite these constraints, the increasing diversification in how people live and how they manage their lives demonstrates that some people are crafting a variety of individual solutions to structural problems. Book excerpt: Although scholars have emphasized the importance of women’s networks for civil society in twentieth-century Japan, Women and Networks in Nineteenth-Century Japan is the first book to tackle the subject for the contentious and consequential nineteenth century. The essays traverse the divide when Japan started transforming itself from a decentralized to a centralized government, from legally imposed restrictions on movement to the breakdown of travel barriers, and from ad hoc schooling to compulsory elementary school education. As these essays suggest, such changes had a profound impact on women and their roles in networks. Rather than pursue a common methodology, the authors take diverse approaches to this topic that open up fruitful avenues for further exploration. Most of the essays in this volume are by Japanese scholars; their inclusion here provides either an introduction to their work or the opportunity to explore their scholarship further. Because women are often invisible in historical documentation, the authors use a range of sources (such as diaries, letters, and legal documents) to reconstruct the familial, neighborhood, religious, political, work, and travel networks that women maintained, constructed, or found themselves in, sometimes against their will. In so doing, most but not all of the authors try to decenter historical narratives built on men’s activities and men’s occupational and status-based networks, and instead recover women’s activities in more localized groupings and personal associations.

This paper explores the extent to which raising female labor participation can help slow this trend. Using a cross-country database we find that smaller families, higher female education, and lower marriage rates are associated with much of the rise in women's aggregate participation rates within countries over time, but that policies are likely increasingly important for explaining differences across countries. Raising female participation could provide an important boost to growth, but women face two hurdles in participating in the workforce in Japan. First, few working women start out in career-track positions, and second, many women drop out of the workforce following childbirth. To increase women’s attachment to work Japan should consider policies to reduce the gender gap in career positions and to provide better support for working mothers.
