Vorwort Die nationalsozialistische Volkswohlfahrt (NSV) zählte mit 17 Millionen Mitgliedern zu den größten Massenorganisationen im „Dritten Reich“. Sie war die bekannteste NS-Organisation im täglichen Leben der Bevölkerung, wahrscheinlich auch die populärste. Dabei wirkte die NSV bis tief in die Bevölkerung hinein und war somit ein wichtiger Brückenkopf, um das Leben der Gesamtbevölkerung nach dem nationalsozialistischen Selbstverständnis der Partei zu gestalten. Wohlfahrtspflege wurde ein wichtiges Instrument der Nationalsozialisten. Wohlfahrtspflege im „Dritten Reich“ diente dazu, die „Volksgemeinschaft“ zu stützen und war somit eng mit der Ausgrenzung gesellschaftlicher Gruppen verbunden. Das Grundmotiv der Weimarer Republik, das Lebensrecht und die Würde des Individuums zu schützen, wurde zur Zeit des Nationalsozialismus radikal umgekehrt. Wohlfahrtspflege war ab jetzt für die gesunde, reinrassige deutsche Familie vorgesehen. Arme, Schwache und alle Nicht-Mitglieder der Volksgemeinschaft waren von diesen Leistungen weitestgehend ausgeschlossen oder bekamen nur einen Bruchteil dessen. Dementsprechend veränderten sich auch die Motivgrundlagen der Wohlfahrtspolitik. Zur Zeit der Weimarer Republik diente sie dazu, die Legitimität des jungen demokratischen Staates abzusichern und förderte gesellschaftliche Integration und Solidarität. Während des „Dritten Reiches“ wurde Wohlfahrtspolitik vorwiegend als Herrschaftsinstrument zur gesellschaftlichen Indoktrination verwendet, wie ich im weiteren Verlauf darlegen werde. Diese Arbeit beschäftigt sich mit genau diesem Sachverhalt. Die Hauptfrage lautet: Wie hat die nationalsozialistische Volkswohlfahrt die Wohlfahrtspflege als Herrschaftsinstrument genutzt? Die Leitfragen innerhalb der Hausarbeit werden folgende sein: Welche Rolle spielte die NSV zur Durchsetzung der NS-Ideologie? Welche Hauptorgane der NSV gab es und welche Funktion hatten diese?

Wo dies geschieht, wird meist so argumentiert: Der NS hat die kirchlichen Verbände zurückgedrängt bzw. ausgeschaltet; das war jedenfalls sein (End-) ziel. Mittel hierzu war die finanzielle Austrocknung der kirchlichen Verbände, deren Arbeit die NSV übernehmen sollte. Die Haltbarkeit dieser Argumentation wurde in der vorliegenden Arbeit untersucht. Drei Hauptfragen wurde dabei nachgegangen: 1. Wie gestaltete sich das Verhältnis der kirchlichen Verbände zur NSV; 2. wie entwickelte sich der Bestand an Einrichtungen und Personal der Verbände; 3. Wie entwickelte sich die Finanzierung der Verbände. Das Verhältnis von Konkurrenz und Kooperation wird aus der Perspektive aller Hauptakteure beleuchtet; diese Multiperspektivität führt zu neuen Erkenntnissen. Die statistischen Angaben liefern erstmals überhaupt hinreichende Daten und damit eine verläßliche empirische Grundlage.

The concept of Volksgemeinschaft - 'the people's community' - enshrined the Nazis' vision of society'; a society based on racist, social-Darwinist, anti-democratic, and nationalist thought. The regime used Volksgemeinschaft to define who belonged to the National Socialist 'community' and who did not. Being accorded the status of belonging granted citizenship rights, access to the benefits of the welfare state, and opportunities for advancement, while these who were denied the privilege of belonging lost their right to live. They were shamed, excluded, imprisoned, murdered. Volksgemeinschaft was the Nazis' project of social engineering, realized by state action, by administrative procedure, by party practice, by propaganda, and by individual initiative. Everyone deemed worthy of belonging was called to participate in its realization. Indeed, this collective notion was directed at the individual, and unleashed an enormous dynamism, which gave social change a particular direction. The Volksgemeinschaft concept was not strictly defined, which meant that it was rather marked by a plurality of meaning and emphasis which resulted in a range of readings in the Third Reich, drawing in people from many social and political backgrounds. Visions of Community in Nazi Germany scrutinizes Volksgemeinschaft as the Nazis' central vision of community.
