Available in PDF, EPUB and Kindle. Book excerpt: This book presents the fundamentals of wireless communications and services, explaining in detail what RF spectrum management is, why it is important, which are the authorities regulating the use of spectrum, and how is it managed and enforced at the international, regional and national levels. The book offers insights to the engineering, regulatory, economic, legal, management policy-making aspects involved. Real-world case studies are presented to depict the various approaches in different countries, and valuable lessons are drawn. The topics are addressed by engineers, advocates and economists employed by national and international spectrum regulators. The book is a tool that will allow the international regional and national regulators to better manage the RF spectrum, and will help operators and suppliers of wireless communications to better understand their regulators.

Available in PDF, EPUB and Kindle. Book excerpt: "The radio spectrum is a major component of the telecommunications infrastructure that underpins the information society. Spectrum management, however, has not kept up with major changes in technology, business practice, and economic policy during the past two decades. Traditional spectrum management practice is predicated on the spectrum being a limited resource that must be apportioned among uses and users by government administration. For many years this model worked well, but more recently the spectrum has come under pressure from rapid demand growth for wireless services and changing patterns of use. This has led to growing technical and economic inefficiencies, as well as obstacles to technological innovation. Two alternative approaches are being tried, one driven by the market (spectrum property rights) and another driven by technology innovation (commons). Practical solutions are evolving that combine some features of both ... " -- Cover verso.

Available in PDF, EPUB and Kindle. Book excerpt: The mobile telecommunications industry is one of the most rapidly growing sectors around the world. This book offers a comprehensive economic analysis of the main determinants of growth in the industry. Harald Gruber demonstrates the importance of competitive entry and the setting of technological standards, both of which play a central role in their contribution to the fast diffusion of technology. Detailed country studies provide empirical evidence for the development of the main themes: the diffusion of mobile telecommunications services, the pricing policies in network industries, the role of entry barriers such as radio spectrum and spectrum allocation procedures. This research-based survey will appeal to a wide range of applied industrial economists within universities, government and the industry itself.

Book excerpt: The book describes how interference can be managed so that radio systems co-exist, without harmful mutual effects, within a finite amount of spectrum. This is timely in view of the increasing proliferation of wireless systems. It covers both the processes, such as regional or international coordination, as well as the engineering principles. Written by an author with extensive experience in the industry, it describes in detail the main methodologies for calculating or computing the interference between radio systems of the same type, and also between radio systems of different types

Book excerpt: In 2003, the Department of Commerce's Spectrum Policy Initiative was established with the objective of promoting a more efficient and beneficial use of the spectrum. As part of that Initiative, a series of public forums about spectrum management policy was held. The Computer Science and Telecommunications Board was asked to organize one of these forums, a public forum to gather the views of a variety of government and private sector stakeholders about the impact of spectrum policy on their activities. This report presents a summary of those views. Among those included are those representing national defense, homeland security, aviation, science, public safety, amateur radio, cellular voice and data, and terrestrial broadcast uses of the spectrum. Although prepared by the NRC, the report does not present NRC findings or recommendations. A broader study of spectrum policy, including findings and recommendations, will be issued in early 2005.

Spectrum capacity is necessary for wireless broadband (high-speed Internet access) and broadband deployment will boost the nation's capabilities in many important areas. As the demand for spectrum continues to increase, there is concern about adequate access to meet future needs. This report examines: (1) how the Nat. Telecomm. and Info. Admin. (NTIA) is managing spectrum needs of federal agencies; (2) how federal agencies are using and managing assigned spectrum; and (3) what steps NTIA has taken to meet recent initiatives aimed at making spectrum available for broadband. Illus. This is a print on demand report.

Book excerpt: Radio observations of the cosmos are gathered by geoscientists using complex earth-orbiting satellites and ground-based equipment, and by radio astronomers using large ground-based radio telescopes. Signals from natural radio emissions are extremely weak, and the equipment used to measure them is becoming ever-more sophisticated and sensitive. The radio spectrum is also being used by radiating, or "active," services, ranging from aircraft radars to rapidly expanding consumer services such as cellular telephones and wireless internet. These valuable active services transmit radio waves and thereby potentially interfere with the receive-only, or "passive," scientific services. Transmitters for the active services create an artificial "electronic fog" which can cause confusion, and, in severe cases, totally blinds the passive receivers. Both the active and the passive services are increasing their use of the spectrum, and so the potential for interference, already strong, is also increasing. This book addresses the tension between the active services' demand for greater spectrum use and the passive users' need for quiet spectrum. The included recommendations provide a pathway for putting in place the regulatory mechanisms and associated supporting research activities necessary to meet the demands of both users.
