Book excerpt: The federal government is responsible for managing wildfires that begin on federal lands -- such as national forests or national parks -- while the states are responsible for managing wildfires that originate on all other lands. The federal government's wildfire management responsibilities -- provided primarily through the Forest Service (FS) and Department of the Interior (DOI) -- include prevention, detection, response, and recovery. The Federal Emergency Management Agency (FEMA) may also provide disaster relief for certain nonfederal wildfires. Congress appropriates wildfire management funding to both FS and DOI. Within their overall appropriations for wildfire, suppression operations are appropriated through two accounts for each agency: the Wildland Fire Management (WFM) accounts and the Federal Land Assistance, Management, and Enhancement Act (FLAME) reserve accounts. If the suppression funding in both of these accounts is exhausted during any given fiscal year, FS and DOI are authorized to transfer funds from their other accounts to pay for suppression activities. Congress also may provide additional funds for suppression activities through emergency or supplemental appropriations. Thus, for any given year, total suppression appropriations to FS or DOI may be a combination of three sources: the WFM suppression activity, the FLAME account, and supplemental appropriations, and the agencies also may access additional funding as needed through transfers. This book provides background information and analysis of funding for federal wildfire suppression operations; summarizes relevant legislative proposals introduced in the 114th Congress; discusses their possible implications; provides wildfire management appropriations data for FY2011-FY2015 and information on the President's FY2016 budget request for wildland fire management; provides general wildfire management statistics; and answers frequently asked questions about FMAGs.

These responsibilities include prevention, detection, response, and recovery related to fires that begin on federal lands. These responsibilities are accomplished through activities such as preparedness, suppression, fuel reduction, and site rehabilitation, among others. There are several ongoing concerns regarding federal wildfire management. These concerns include the total federal costs of wildfire management, the strategies and resources used for wildfire management, and the impact of wildfire on both the quality of life and the economy of communities surrounding wildfire activity. Many of these issues are of perennial interest to Congress, with annual wildfire management appropriations being one indicator of how Congress prioritizes and addresses certain wildfire management concerns. Congress provides annual appropriations to both FS and DOI for these activities through the Interior, Environment, and Related Agencies appropriations bill, although the bulk of the appropriations go to FS. Wildfire activities are funded in two accounts for each agency: Wildland Fire Management (WFM) and Federal Land Assistance, Management, and Enhancement Act (FLAME) reserve accounts. Over the past 10 years (FY2008-FY2017), Congress has appropriated an average of $3.72 billion annually, with $4.18 billion combined to both FS and DOI in FY2017. The Administration requested a combined $3.72 billion in FY2018, a 12% decrease from FY2017 enacted levels. On September 14, 2017, the Housed passed H.R. 3354, an omnibus measure covering all 12 appropriations bills, including the FY2018 Interior, Environment, and Related Agencies bill. This bill would provide $3.85 billion combined for wildfire purposes, an 8% decrease from FY2017 enacted levels and 3% above the Administration's requested levels. The Administration's FY2018 request also proposed restructuring FS and DOI's appropriations accounts, in some identical ways (e.g., eliminating funding for both the FLAME suppression accounts) but also in some different ways (e.g., moving funding for hazardous fuels management). These budget restructuring proposals may provide some benefits for FS or DOI, such as providing agency funds designated for the same activity in one account each instead of across two accounts. Restructuring the budget may have some potential drawbacks as well. For example, changing accounts may complicate analysis to inform future appropriations decisions or hinder the ability to evaluate FS's and DOI's performance. Congress is debating several issues related to federal funding for wildfire management. These issues include the level of federal spending on wildland fire management as well as the effectiveness of that spending (e.g., whether the funding is allowing agencies to meet wildfire management targets). In some years, Congress also faces requests from the agencies for additional appropriations during severe fire activity. Congress has frequently provided additional funding for wildfire management above the level in the annual appropriations bill, usually for suppression purposes. The recurring need for supplemental funds raises questions about the accuracy of the budgeting process for wildfire funding and how the agencies estimate wildfire suppression funding requirements, among other issues. This report provides an overview of the accounts that fund wildfire management activities and historical wildfire management appropriations data, as well as information on FY2018 appropriations.

Although a single focal point is critical for directing firefighting efforts by federal, state, and local governments, GAO found a lack of clearly defined leadership at the federal level. Authority and responsibility remain fragmented among the Department of the Interior, the Forest Service, and the states. Implementation of a performance accountability network also remains fragmented. As a result, GAO could not determine if the $796 million earmarked for hazardous fuels reduction in 2001 and 2002 has been targeted to communities and areas at highest risk. The five federal land management agencies--the National Park Service, the Fish and Wildlife Service, the Bureau of Land Management, the Bureau of Indian Affairs, and the Forest Service--have yet to begin the research needed to identify and prioritize vulnerable communities near high-risk federal lands. Moreover, the agencies are not collecting the data needed to determine if changes are needed to expedite the project-planning process. They also are not collecting data needed to measure the effectiveness of efforts to dispose of the large amount of brush and other vegetation on federal lands.

Wildland fires also threaten communities adjacent to federal lands. The Departments of Agriculture (USDA) and the Interior, the lead federal agencies in fighting wildfires, jointly developed a long-term fire-fighting strategy in September 2000. Five federal land management agencies--the Forest Service, the Bureau of Land Management, the Bureau of Indian Affairs, the National Park Service, and the Fish and Wildlife Service--are working together to accomplish the plan's objectives. GAO found that the Forest Service and Interior have not effectively determined the amount of personnel and equipment needed to respond to and suppress wildland fires. Although the agencies have acquired considerably more personnel and equipment than were available in 2000, they have not acquired all of the resources needed to implement the new strategy. Despite having received substantial additional funding, the two agencies have not yet developed performance measures. The Forest Service simply measures the amount of fire-fighting resources it will be able to devote to fire fighting at each location, regardless of risk. Without results-oriented performance measures, it is difficult to hold the Forest Service accountable for the results it achieves. The Forest Service and the Interior agencies use different methods to report fire-fighting personnel costs--an approach that is not in keeping with policies requiring coordination and consistency across all aspects of fire management, including accounting for fire-related costs.
