Book excerpt: Draws upon information derived primarily from interviews with and interrogations of senior Iraqi military and civilian officials to examine why the Iraqi resistance in March and April 2003 was so weak. It focuses on two questions: (1) Why did the Iraqi Regular Army and Republican Guard forces do so little fighting? and (2) Why did Iraqi leaders fail to adopt certain defensive measures that would have made the Coalition's task more difficult?

Available in PDF, EPUB and Kindle. Book excerpt: A new account of modern Iraqi politics that overturns the conventional wisdom about its sectarian divisions How did Iraq become one of the most repressive dictatorships of the late twentieth century? The conventional wisdom about Iraq's modern political history is that the country was doomed by its diverse social fabric. But in State of Repression, Lisa Blaydes challenges this belief by showing that the country's breakdown was far from inevitable. At the same time, she offers a new way of understanding the behavior of other authoritarian regimes and their populations. Drawing on archival material captured from the headquarters of Saddam Hussein's ruling Ba'th Party in the wake of the 2003 US invasion, Blaydes illuminates the complexities of political life in Iraq, including why certain Iraqis chose to collaborate with the regime while others worked to undermine it. She demonstrates that, despite the Ba'thist regime's pretensions to political hegemony, its frequent reliance on collective punishment of various groups reinforced and cemented identity divisions. At the same time, a series of costly external shocks to the economy—resulting from fluctuations in oil prices and Iraq's war with Iran—weakened the capacity of the regime to monitor, co-opt, coerce, and control factions of Iraqi society. In addition to calling into question the common story of modern Iraqi politics, State of Repression offers a new explanation of why and how dictators repress their people in ways that can inadvertently strengthen regime opponents.

Book excerpt: The Gulf War of 1991 heralded a new type of warfare that was characterised by astonishing speed and high technology with remarkably low numbers of casualties amongst the coalition forces. Just under a million coalition personnel were deployed to the Gulf region to face a variety of threats from extreme temperatures to weapons of mass destruction (biological, chemical and suspected nuclear) and a formidable Iraqi occupation force. This book assesses the defensive Operation Desert Shield (the build up of coalition forces) and the offensive Operation Desert Storm (the liberation of Kuwait) as well as the key personalities on both sides.

Book excerpt: The Oxford Handbook of Contemporary Middle-Eastern and North African History critically examines the defining processes and structures of historical developments in North Africa and the Middle East over the past two centuries. The Handbook pays particular attention to countries that have leapt out of the political shadows of dominant and better-studied neighbours in the course of the unfolding uprisings in the Middle East and North Africa. These dramatic and interconnected developments have exposed the dearth of informative analysis available in surveys and textbooks, particularly on Tunisia, Libya, Yemen, Bahrain and Syria.

Book excerpt: For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.

Book excerpt: The Defense Innovation Initiative (DII), begun in November 2014 by former Secretary of Defense Chuck Hagel, is intended to ensure U.S. military superiority throughout the 21st century. The DII seeks broad-based innovation across the spectrum of concepts, research and development, capabilities, leader development, wargaming, and business practices. An essential component of the DII is the Third Offset Strategy-a plan for overcoming (offsetting) adversary parity or advantage, reduced military force structure, and declining technological superiority in an era of great power competition. This study explored the implications for the Army of Third Offset innovations and breakthrough capabilities for the operating environment of 2035-2050. It focused less on debating the merits or feasibility of individual technologies and more on understanding the implications-the second and third order effects on the Army that must be anticipated ahead of the breakthrough.

Book excerpt: In the months leading up to the American invasion of Iraq, this New Yorker correspondent “embedded’ himself among the people of Baghdad and, along with a small number of other Western reporters, rode out the entire invasion and much of the subsequent occupation from inside the city. Jon Lee Anderson’s dispatches from Baghdad were immediately and widely recognized as the most important writing anyone was doing on the war anywhere, for any publication. In recognition of its significance, The New Yorker routinely held the magazine open an extra day and set up a special production team to deal with the pieces; around the office, comparisons to John Hersey’s fabled article “Hiroshima” were flying. The Fall of Baghdad is not a collection of New Yorker pieces, though; it is an original and organically cohesive narrative work that tells the story of what the people of Baghdad have endured at the hands of Saddam Hussein, during the war and during its aftermath. This is not a pro- or anti-war book; the point is to bear witness to what the people in this city have endured, to put a human face on a calamity of epic dimensions. The focus alternates among a small cast of characters, a group of disparate Iraqis who allow Anderson to bring to life different facets of the story he wants to tell; and he fills in the canvas around his figures with rich background that makes their significance sing, and helps bind the book together as the definitive reckoning with one of the most fateful stories of our time.
