Book excerpt: There are two main energy challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. These challenges have to be met against the backdrop of rising fossil fuel prices; slower than anticipated liberalisation of the EU energy markets; heightened awareness of the risk arising from remaining oil and gas reserves being concentrated in a few geographical regions; and a need for substantial new investment in power stations, the electricity grid and gas infrastructure. This White Paper sets out the Governments international and domestic strategy to address these challenges and ways to implement the Energy Review of 2006 and the 2006 Pre-Budget Report. There is a separate consultation document on nuclear power.

This book was released on 2008-01-10 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: The May 2007 White Paper "Meeting the energy challenge: a white paper on energy" (Cm. 7124, ISBN 9780101712422) set out the Government's international and domestic strategy to address the two main challenges: tackling climate change by reducing carbon dioxide emissions; and ensuring clean and affordable energy as the country becomes increasingly dependent on imported fuel. An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Finally there are three annexes: alternatives to nuclear power; justification and strategic siting assessment processes; regulatory and advisory structure for nuclear power.

Book excerpt: The Energy White Paper ("Our energy future: creating a low carbon economy", Cm 5761; ISBN 0101576129), published in February 2003, set out the Government's programme for a sustainable energy policy by reducing dependence on fossil fuels and increasing the amount of energy generated from renewable resources. The Committee's report examines the extent to which this policy programme meets the recommendations of key previous reports such as those of the Committee itself, the Royal Commission for Environmental Pollution (RCEP) and the Cabinet Office Performance and Innovation Unit (PIU). Findings of the Committee include support for the energy white paper's acknowledgement of environmental objectives as priorities, which is found to represent a major shift in approach to a UK energy strategy. The long-term specific commitment to a 60 per cent reduction in carbon emissions by 2050 is judged to set a precedent for other nations regarding the need to address the challenge of global warming, although greater influence could be exerted on the need for an international framework for reducing carbon emissions. However, the Committee also finds that the paper is weak on specific measures and an implementation plan needs to be published as soon as possible both for energy efficiency and renewables.

Book excerpt: Across the European Union, energy policy remains a highly controversial issue, despite the relative stability of energy markets and the lack of concern of energy availabilities and prices which marked previous debates on the issue. The debates on nuclear power in Germany, on the coal industry in the UK indicate the continuing resonance of energy policy as a source of dispute at the national level. Moreover, while the urgency which the 1970s energy crises brought to policy discussions may no longer exist, the emergence of new issues, such as the environment and economic liberalisation, have offered new challenges for energy policy. These issues also arise in a European setting. Early in 1995 the European Commission published a Green Paper on Energy Policy -indeed, as the manuscript was completed the Commission was finalising a White Paper -and the issue will be on the agenda of the 1996 Intergovernmental Conference. The outcome of these discussions is far from clear, but there is no doubt that, in one way or another the European Union will help to shape national energy policies for many years to come.

Book excerpt: Cutting carbon emissions is urgent but very challenging in wealthy democracies. Energy for the Future analyzes the changing contexts, imperatives and fault lines, and proposes ways forwards. Greater public engagement and a new approach to markets are vital, but traditional concerns with energy security and economic efficiency cannot be set aside.

Available in PDF, EPUB and Kindle. Book excerpt: The discussion about energy perspectives beyond 2020, up to 2030 and eventually 2050 has started. There seems to be a verbal consensus on the necessity of ambitious climate change mitigation policies, without a convincing perspective of the necessary policy decisions to be reached in due time. Methods to achieve greenhouse gas reduction as well as energy security vary from aiming for 100% renewable energies and setting up appropriate policy frameworks to implementing a mix of renewables comprising so-called clean fossil and nuclear energy. This book provides an analysis of the different approaches and the reasons why there is no sustainable alternative to aiming for 100% renewables – and how this vision could come true. The book provides an overview and in-depth analysis of a vital debate. It describes how the present policy framework with 2020-targets for the share of renewables, for increase of energy efficiency and for greenhouse gas emissions reduction was developed and how it has been implemented so far. Furthermore, it describes and analyses the emerging debate about the future of our energy system and the necessary next steps and targets leading up to 2030.

Available in PDF, EPUB and Kindle. Book excerpt: World energy demand is surging. Oil, coal and natural gas still meet most global energy needs, creating serious implications for the environment. One result is that CO 2 emissions, the principal cause of global warming, are rising. This study underlines the close link between efforts to ensure energy security and those to mitigate climate change. Decisions on one side affect the other. The book presents a framework to assess interactions between energy security and climate change policies, combining qualitative and quantitative analyses. The quantitative analysis is based on the development of energy security indicators, tracking the evolution of policy concerns linked to energy resource concentration. The indicators are applied to a reference scenario and CO 2 policy cases for five case-study countries: The Czech Republic, France, Italy, the Netherlands, and the United Kingdom.. -->
