Book excerpt: Few issues have so engaged the attention of nuclear industry regulators and industry officials as the operation of the federal system to protect employees who raise safety concerns. The actions that a utility takes in response to employee concerns affect its reputation with regulators, which, in turn, influences the amount of trust that regulators afford the utility when employee allegations are made against it. This is especially true for a utility that is a regulated organization licensed to operate a nuclear reactor-a 'licensee.' The Nuclear Regulatory Commission (NRC), as the government agency responsible for the regulation of the nuclear power industry, asserts that establishing and maintaining a safety-conscious work environment that encourages employees to identify and help resolve concerns is crucial for maintaining plant safety. Protection processes were established within NRC and the Department of Labor to encourage nuclear industry employees to raise safety concerns with their employers or with NRC or others without fear of discrimination. Section 211 (formerly section 210) of the Energy Reorganization Act of 1974 (ERA), as amended (42 U.S.C. 5851), makes it unlawful for an employer to discriminate against an employee who has 'blown the whistle' by engaging in one or more 'protected activities' related to reporting safety concerns.

Chapters: GE Three, List of nuclear whistleblowers, List of whistleblowers, Milan Levar, Nuclear power whistleblowers, Police Inspector Blog, Rod Thornton. Excerpt: This is a list of major whistleblowers from various countries, beginning in 1966 and continuing to the present. The individuals below brought attention to abuses of government and large corporations. Many of these whistleblowers were fired from their jobs in the process of shining light on their issue of concern. This list is not exhaustive. A microbiologist and activist who was involved in one of the first major whistleblowing incidents in the Canadian public service. A whistleblower (whistle-blower or whistle blower) is a person who tells the public or someone in authority about alleged dishonest or illegal activities (misconduct) occurring in a government department or private company or organization. The alleged misconduct may be classified in many ways; for example, a violation of a law, rule, regulation and/or a direct threat to public interest, such as fraud, health/safety violations, and corruption. Whistleblowers may make their allegations internally (for example, to other people within the accused organization) or externally (to regulators, law enforcement agencies, to the media or to groups concerned with the issues). One of the first laws that protected whistleblowers was the 1863 United States False Claims Act (revised in 1986), which tried to combat fraud by suppliers of the United States government during the Civil War. The act encourages whistleblowers by promising them a percentage of the money recovered or damages won by the government and protects them from wrongful dismissal. Whistleblowers frequently face reprisal, sometimes at the hands of the organization or group which they have accused, sometimes from related organizations, and...

Book excerpt: As the world’s energy sources continue to develop, with less reliance on traditional fossil fuels and more reliance on cleaner, more efficient, alternative energy sources, nuclear power continues to be a dividing point for many people. Some believe it is the answer to our energy problems for the future, while others warn of the risks. Written by a retired scientist who spent most of his career at the Idaho National Laboratory (INL), this book aims to delve into the issues surrounding nuclear power and dispel its myths, while building an argument for why the United States should develop a nuclear power plan for the future. As a “whistleblower,” the author spent much of the last ten years of his career at the INL raising concerns about how its mission of serving as the Department of Energy’s lead laboratory in radioactive waste management was not being properly managed. While the United States continues to tread water on the issue of nuclear energy, the author believes that a nuclear “renaissance” is not only possible but is necessary for meeting the world’s growing demand for energy, especially clean energy. With fossil fuels slowly dying out and renewable energy sources not able to handle the demand for a continuously growing energy-consuming public, nuclear is an obvious solution. This book is a must-have for any engineer working in nuclear power, students hoping to go into that industry, and other engineers and scientists interested in the subject. This book is both “technical” and “political” because they’re equally important in determining what actually happens in institutions dealing with technical problems.
