Book excerpt: The real effective exchange rate (REER) is the most commonly used measure for assessing international competitiveness. We develop a methodology to estimate the REER that incorporates two distinctive elements that are not considered in the current literature and apply it to the Mediterranean Quartet (MQ) of Greece, Italy, Portugal, and Spain, whose common pattern of real appreciation has created concern in policy and academic circles. The two elements that we add to the existing literature are (i) product heterogeneity when identifying each country's international competitors and their weights and (ii) a comprehensive treatment of services exports. Our refined measure suggests a modest reduction in the observed REER gap between the MQ countries and the other euro area countries. In particular, considering product heterogeneity and services exports implies a lower real appreciation from 1998 to 2006 on the order of 2-3 percent for all MQ countries. These are difference-in-difference estimates relative to the results obtained for the rest of the euro area countries using the same methodology.

Book excerpt: In the context of the economic crisis, governments are under increased pressure to find quick answers to hard questions about maintaining public services and funding infrastructure. Public-Private Partnership (PPP) can be used to describe a wide variety of arrangements involving the public and private sectors working together in some way. The key elements for a PPP project are long-term contract; design construction, financing and operation of public infrastructure by the private sector party; payments over the lifetime of the project to the private sector party for the use of the facility made either by the public sector party or by the general public as users of the facility; and facility remaining in the public sector ownership or reverting to public sector ownership at the end of the PPP contract. In this book we go through this concept by analysing not only the opportunities in that field but also the trends and new perspectives. Therefore, this book captures the results of some of the recent research that is being carried out on public-private cooperation.

Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Book excerpt: The future of the U.S. is in jeopardy - and it's not just because of partisanship. In the end, hope for the future always lies in the next generation, and yet the government is ignoring this crop of energetic, purpose-driven workers. Did you know only 7.3% of government employees are under the age of 30? If the U.S. is to thrive in the future then the public sector must seriously start considering hiring prospects in demographics like Gen Z. Addressing why so few young people work in government and what we can do to fix that, Kaitlyn Rentala's The Public Sector: How Gen Z Will Lead a Renaissance in Public Service explores the intersection of: Public service Private sector methodologies Government reform Immense societal issues like climate change, healthcare disparities, and economic inequality threaten the very existence of our country and world. None of these problems can be properly addressed without a strong public sector workforce. The Public Sector Pivot is both a wake-up call to the public sector and to young people who may have dismissed it as a career option.

From 1990 to 2019, Pakistan witnessed 108 financially closed PPP projects, with a total investment of approximately $28.4 billion. About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.

Book excerpt: Exploring how cross-sector collaboration can solve seemingly intractable societal problems Many people tend to think of the public, non-profit and private sectors as being distinctive components of the economy and broader society—each with its own missions and problems to address. This book describes how the three sectors can work together toward common purposes, accomplishing much more than if they work alone. With the nation reeling from multiple challenges, more than ever the United States needs these sectors to collaborate to address what might seem to be intractable problems. Cross-sector collaborations and partnerships are more crucial than in the past as the country tries to recover from the economic, health, and broad social dislocations caused by the COVID-19 pandemic. At a time when trust in institutions, both public and private, is at an all-time low, cooperation among the sectors can be a confidence-inspiring approach to addressing public problems. This book reviews the state of cross-sector collaborations, identifies emerging practices, and offers a range of perspectives from experts in the field. Practitioners show how cooperation among sectors is relevant to their core missions. Scholars from a wide range of disciplines discuss both the broad and specific concepts that advance understanding of cross-sector collaboration. At a time when the United States must recover from and address new challenges, the book shows how cross-sector collaborations can help ensure a brighter future. Its core conclusions should be of particular interest to leaders in each of the broad sectors, as well as educators and students at both the undergraduate and graduate level.

Book excerpt: Worldwide, public sector organizations are implementing commercial packaged software solutions, or enterprise resource planning (ERP) systems, to increase productivity and customer service as well as to deploy manageable business processes. To that end, this book provides workable solutions from experienced public sector program and project managers, consulting leaders and academic researchers who have proven expertise in large scale public sector ERP implementation. Existing research shows that while public sector enterprises generally agree by consensus, and thus have different management cultures than their private sector counterparts, their management practices are driven by a private sector model. Given the tremendous growth in public sector ERP spending and the risks associated with such politically-charged projects, new approaches to change management must be explored. The contributors present expertly researched federal, commercial and academic views on how public sector organizations are integrating their business processes, and how they relate to the private sector experience. The discussion covers all aspects of the new private sector management paradigm, including strategic planning, change management, process change, and information system implementation. The contributors provide details on the implementation steps, and make suggestions for how public sector program managers and contractor teams should plan change management and ERP initiatives. Researchers and students in the areas of management, public sector enterprises and public policy will find the volume's insights of great value. Managers with oversight in public sector organizations will find the volume of great practical interest.

They will learn about legal aspects of big data, the social impact, and about education needs and requirements. And they will discover the business perspective and how big data technology can be exploited to deliver value within different sectors of the economy. The book is structured in four parts: Part I “The Big Data Opportunity” explores the value potential of big data with a particular focus on the European context. It also describes the legal, business and social dimensions that need to be addressed, and briefly introduces the European Commission’s BIG project. Part II “The Big Data Value Chain” details the complete big data lifecycle from a technical point of view, ranging from data acquisition, analysis, curation and storage, to data usage and exploitation. Next, Part III “Usage and Exploitation of Big Data” illustrates the value creation possibilities of big data applications in various sectors, including industry, healthcare, finance, energy, media and public services. Finally, Part IV “A Roadmap for Big Data Research” identifies and prioritizes the cross-sectorial requirements for big data research, and outlines the most urgent and challenging technological, economic, political and societal issues for big data in Europe. This compendium summarizes more than two years of work performed by a leading group of major European research centers and industries in the context of the BIG project. It brings together research findings, forecasts and estimates related to this challenging technological context that is becoming the major axis of the new digitally transformed business environment.
