The report's objectives were to identify the social, economic, and political aspects of the controversy and to review the series of events that led Nestle to its current policy on infant formula marketing. The report examines 1) the origin of the controversy, 2) critical issues raised, 3) techniques used by Nestle's critics, and 4) Nestle's response to the issues and the public debate, in some detail. The resolution of the controversy, initiated by the adoption of an International Code of Marketing of Breast Milk Substitutes by the World Health Organization (WHO) in 1981, is described. Gradual acceptance of Nestle's compliance with the WHO code came about largely as a result of the findings of the Nestle Infant Formula Audit Commission and a "Statement of Understanding" in which Nestle outlined methods of dealing with remaining areas of concern. The end of the Nestle boycott was formally announced in October, 1984. The report emphasizes the complexities surrounding the development and resolution of the controversy. It concluded by stressing, the importance of commitment of financial and human resources by industry, government, health, and religious organizations to eventually improve infant health and nutrition in the Third World. Reference and biographic notes are included.
