The political situation remains problematic, with the two main parties divided along ethnic lines. The most recent mechanism to facilitate a constructive working arrangement between the two parties has broken down and is unlikely to be revived in its current form. Much then depends on the ability of parliament and other institutions to work effectively, which will require that they be strengthened considerably. The Government has scheduled local elections for September 2004, but it is yet to be seen if these can be carried out peacefully, and with the cooperation of the opposition. As the economy remains dependent on certain primary products-bauxite, sugar and rice-which, with the exception of sugar, provide a limited potential for future growth, there is need to diversify the economy to create jobs in other sectors. Establishing an environment for sustained growth remains the main challenge for the Government in the future. Linked with this is the continued need to improve the rule o f law, transparency, and governance in order to provide an efficient and transparent framework within which the private sector can operate. The progress report provides a revised policy matrix that focuses on key issues and updates the matrix in the original PRSP. The compilation presents examples of legal and policy approaches, as well as of reports, studies and guidance to support climate risk, vulnerability and impact assessment, and the development of effective adaptation response measures for coastal transport infrastructure, with a view to informing and inspiring policy makers, national authorities, transport managers, infrastructure owners, and other interested stakeholders in their efforts.

As developing Asia is home to more than four-fifths of the people affected by disasters globally in the past 2 decades, the region must strengthen its disaster resilience. This means integrating disaster risk reduction into national development and investment plans, spending more on prevention for a better balance with spending on rescue and recovery, and pooling risk through insurance and reinsurance.

The people living on the PNG side of the border along the South Fly coast live in abject poverty, with a near total absence of services and infrastructure. The disparity in income, housing and health outcomes when compared with their nearby neighbours and relatives in the Torres Strait Islands, is extreme. The border is the focus of a range of interventions by the Australian and Queensland governments, including border protection, quarantine, marine resource management, and infectious disease control, including an alarming outbreak of multi-drug resistant tuberculosis. Restrictions are increasing on trading, fishing and access to Australian services. However, questions remain as to whether this focus is having unintended consequences, increasing the destitution and frustration on the PNG side, in turn exacerbating the security threat to Australia. And as the Australian border hardens, the Indonesian border beckons. This book presents the results of three years of research into the unique social and political geography of the borderland. The Torres Strait Treaty between Australia and PNG serves to construct a complex institutional layering, a tiered economy and a hierarchy of identities between those South Fly villagers who have rights under the Treaty to travel into Australia, and those who do not. This creates a politics of expectation and frustration that permeates everyday life along the South Fly coast, through which development projects must navigate.
