Available in PDF, EPUB and Kindle. Book excerpt: Scholars and policy makers have traditionally viewed portions of the Indian Ocean and the Western Pacific as separate and discrete political, economic, and military regions. In recent years, however, a variety of economic, political, and military forces have made many within the academic community, as well as a growing number of national governmental leaders, change their perceptions and recognize that these maritime expanses are one zone of global interaction. Consequently, political, military, and economic developments in one maritime region increasingly have an impact elsewhere. Analyzing and assessing the contemporary maritime challenges in the Indian Ocean and the Western Pacific, this valuable study highlights the current prospects for peace and security in what is rapidly becoming recognized as an integrated and interactive political, military-strategic, and economic environment. This work will be of interest to researchers and policy makers involved in regional studies, as well as security studies, conflict resolution, military, and peace studies.

Book excerpt: The security environment, issues, and challenges facing the United States today in the Western Pacific are growing more complex. There is no direct single threat as there was during the Cold War in the form of Soviet-backed communism. The Cold War increasingly divided the region into two camps. However, there was a key, variable, shifting element in this situation: China, which turned against the Soviet Union, played off Moscow and Washington, and then shifted decisively into the U.S.-led coalition in the 1980s. China remains a key variable in today's security environment, but there are other elements in Western Pacific security that have joined it: North Korea as an emerging nuclear weapons state, Japan's enlarging security role, Islamic terrorism in Southeast Asia, and volatile political attitudes toward the United States in countries once thought to be reliable allies.

Book excerpt: The Western Pacific Regional Food Safety Strategy 2011-2015 has contributed to good progress in food safety across the Western Pacific Region. However more than 125 million people fall ill and more than 50 000 die annually from unsafe food in the Region. Food safety is a highly complex health issue involving multiple domestic and international stakeholders. Over recent years new developments including the introduction of new technologies increasing internationalization of the food chain and demographic changes have affected food safety in the Region. The changing context of food safety affects food safety risk management as well as trust in the safety of the food supply. Food safety trust is a multifaceted issue and an outcome of effective food safety systems. At the same time it serves as an enabler for strengthening food safety systems to manage food safety risks and respond to food safety incidents and emergencies. The Regional Framework for Action on Food Safety in the Western Pacific builds on the achievement and lessons learnt from the 2011-2015 Strategy. It acknowledges the changing context of food safety and revisits the approach for strengthening national food safety systems. This includes a stronger focus on building trust and confidence in food safety systems and implementing strategic actions that create leadership partnerships competency and resources that are the necessary enablers for advancing food safety systems. The Framework provides guidance on strategic action and a stepwise approach to strengthen food safety systems to better manage food safety risks and respond to food safety incidents and emergencies. It is intended to guide national food safety authorities in implementation of strategic action to strengthen national food safety systems as well as to obtain and advocate for high-level political support to enhance food safety. It is also intended to facilitate regional cooperation among food safety authorities.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the regional complexes of climate security in the Pacific. Pacific Island States and Territories (PICTs) have long been cast as the frontline of climate change and placed within the grand architecture of global climate governance. The region provides compelling new insights into the ways climate change is constructed, governed, and shaped by (and in turn shapes), regional and global climate politics. By focusing on climate security as it is constructed in the Pacific and how this concept mobilises resources and shapes the implementation of climate finance, the book provides an up-to-date account of the way regional organizations in the Pacific have contributed to the search for solutions to the problem of climate insecurity. In the context of the United Nations Climate Change Conference (COP21) in Paris in 2015, the focus of this book on regional governance offers a concise and innovative account of climate politics in the prevailing global context and one with implications for the study of climate security in other regions, particularly in the developing world.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines questions about the changing nature of security and insecurity in Pacific Island Countries (PICs). Previous discussions of security in the Pacific region have been largely determined by the geopolitical interests of the Global North. This volume instead attempts to centre PICs’ security interests by focussing on the role of organisational culture, power dynamics and gender in (in)security processes and outcomes. Mapping Security in the Pacific underscores the multidimensional nature of security, its relationship to local, international, organisational and cultural dynamics, the resistances engendered through various forms of insecurities, and innovative efforts to negotiate gender, context and organisational culture in reducing insecurity and enhancing justice. Covering the Pacific region widely, the volume brings forth context-specific analyses at micro-, meso- and macro-levels, allowing us to examine the interconnections between security, crime and justice, and point to the issues raised for crime and justice studies by environmental insecurity. In doing so, it opens up opportunities to rethink scholarly and policy frames related to security/insecurity about the Pacific. Written in a clear and direct style, this book will appeal to students and scholars in criminology, sociology, cultural studies, social theory and those interested in learning about the Pacific region and different aspects of security.

Book excerpt: Japan faces significant challenges in both traditional and non-traditional areas of national security policy as the economic resurgence of China and the loss of US hegemonic clout significantly transform the strategic landscape of the Asia-Pacific region. How is Japan coping with this new global and regional politico-security environment? What strategic moves has it taken to best position itself for the future to maximize its global and regional influence? More importantly, how is Japan perceived within the region by traditionally close regional partners such as the US and Australia, by supporters in Southeast Asia, and by new competitors -- most prominently China and India? What international role do these nations wish Japan to play? In this comprehensive volume, these crucial questions are explored in-depth by a group of scholars both distinguished and diverse.

Book excerpt: This book showcases vital lessons learned from research, field projects and best practice examples with regard to climate change adaptation in countries throughout the Pacific region, a part of the planet that is particularly vulnerable to and affected by climate change. The book's primary goals are to document the wealth of experiences in the region available today, to encourage cross-sector interactions among the various stakeholders in the region, and to help transfer results to other countries and regions. Accordingly, it gathers a set of papers presented at a symposium on climate change adaptation held in Fiji in July 2016, focusing on "Fostering Resilience and Improving the Quality of Life". In these contributions, local and international experts present a variety of initiatives showing how Pacific countries are coping with the many problems associated with climate change, including initiatives in education and awareness work taking place across the region, operational aspects and their implications for policy-making, and challenges in urban and rural areas.

Available in PDF, EPUB and Kindle. Book excerpt: Since World War II, the United States has done much to support economic, political, and social development in the Third World. At the same time, its policies toward developing nations often reflect an overly narrow conception of national and global security in which the influences of the modernization process seem scarcely to have been taken into account. Both strains in US policy are mirrored in strong academic traditions upon which policy-makers have drawn liberally in the postwar years. Developmentalists and security scholars alike will find much that is familiar in the case studies presented in Military Industry in Taiwan and South Korea. Dr Nolan's discussion of the stresses of rapid economic and political development in both states draws deeply on the modernization and dependencia studies of the last two decades, while her treatment of the 'security environment' within which domestic policies must be made will satisfy the international relationist concerned with states as actors within the international system. Throughout, Dr Nolan provides a detailed presentation of the behaviour of both polities that will be of interest to North-east Asian area specialists and students of US arms policy.
