This report presents an evaluation of the WADA Initiative undertaken to collect baseline data and to identify program models used & issues arisen to date, in order to make midterm modifications to the program. The four communities included in the evaluation had all utilized slightly different models to carry out the Initiative. Evaluation findings are presented with regard to program delivery, participant characteristics, employer attitudes, success in meeting objectives, appropriateness for Aboriginal & First Nation communities, program administration, and employment outcomes.
