Book excerpt: By their adoption of Agenda 21, most of the world's governments have acknowledged the need for sustainable development. This implies that new policies are needed, focusing on economic, social, cultural and ecological goals. At the same time, we also need to solve existing environmental and social problems, and prevent the occurrence of new ones. This volume presents, tests and illustrates a theoretically well-founded procedure for discovering regional opportunities for sustainable development, based on a systems approach to decision making. The procedure takes as its starting point the needs of the people involved, relating these to the measurement of available resources in order to find opportunities for multiple resource use and sustainable development. The needs of future generations and broader communities are taken into account throughout. The book studies regional planning and the implementation of plans, offering guidance and support to parties involved in debates on sustainable development, and improving the quality of their decision making.

A major motivation for the meeting was to learn from past failures and avoid repeating similar mistakes while attempting to prevent emerging threats to the environmental and ecological systems by developing more constructive and progressive approaches to ensure sustainability"--Publisher information.

Available in PDF, EPUB and Kindle. Book excerpt: Large housing estates: for some people these three words symbolise all that is wrong in urban planning. Large is wrong, because many people prefer a living surrounding that reflects the human scale. Housing as a single function is wrong, because mixed areas are livelier. And estates are wrong, as these refer to top-down planned areas which the residents themselves have no say in. Although many such estates function well, others have proved to be in serious problems. The question is how to deal with this legacy. For these estates to recover, an integrated solution is needed. Large-scale problems require large-scale interventions. The Amsterdam Bijlmermeer area has been the most deprived and stigmatised area in the Netherlands for at least a quarter of a century, despite its glorious design in the 1960s. The Bijlmermeer can now be considered as a leading case for area regeneration. The author has followed this fascinating neighbourhood for years and provides an analysis of its construction, fall and recovery. Moreover, he compares the Bijlmermeer with many other large housing estates in the Netherlands and abroad, and analyses what conclusions may be of use for other areas.

Available in PDF, EPUB and Kindle. Book excerpt: To what does the Netherlands owe their recent economic success? Will the polder model become the victim of its own success or will the threat come mainly from outside? In the Netherlands, polder are small communities hemmed in by dykes built to resist quickly rising tides, and hence imply communal effort to mediate harmful outside forces. Translated into economic terms, the polder model entailed tripartite cooperation between business, government, and labor to protect the nation's economic and social well being. Delsen evaluates recent changes in the Dutch economy brought on by globalization and American dominance and concludes that the polder model is reaching its end. Delsen argues that the market forces introduced by the purple governments imply a far-reaching adaptation of the unique Dutch economic order. The primacy of the market has resulted in a more flexible labor market, decentralization of the wage formation, modernization of the social security system, more competition on the goods markets, and liberalization and competition in the financial markets. More market forces within Dutch socioeconomic relations imply also that the aims of trade and industry have changed, and have become oriented toward short-term results and away from actions aimed at long-term continuity and consensus.

Book excerpt: Environmental economics addresses the issues that arise on the boundaries between economic systems and natural systems, such as pollution and natural resource de pletion and degradation. Like any other branch of applied economics, it has drawn its tools and techniques from the wide range already available in economics gener ally, selecting, adapting and extending these to meet its own particular requirements in its own particular context. Here, as elsewhere in economics, public policy analy sis requires quantitative assessments of the economic impact of different policy choices. Perhaps the most distinctive contribution of environmental economics has been the development of techniques for the economic valuation of environmental goods and services in the absence of markets for such goods and services, or in the presence of markets that are at best imperfect or incomplete. Nevertheless policy analysis still relies on one or another of three broad groups of methods used in eco nomics generally. One is project appraisal, which at the micro level provides an evaluation ofthe costs and benefits ofinvestment options to inform the choice among them, while at the macro level policy analysis rests either on computable general equilibrium (CGE) models or on economy-wide macroeconometric models. All models are simplifications, designed to focus attention on the important fea tures ofthe problem at hand, and neglecting other features that might for a different problem assume greater importance.

Available in PDF, EPUB and Kindle. Book excerpt: In past decades, most democratic European countries sought to achieve a more equal division of labour between men and women, both within families and organisations. At the same time, they wanted to offer individuals and families sufficient freedom to determine their own roles. But how far can the basic values of 'equality' and 'freedom' be realised in the daily division of labour in a complex modern society? How can they be linked with other principles, such as 'solidarity' and 'efficiency'? Towards a democratic division of labour? starts from the challenge of balancing these values in all sections of modern society, introducing the Combination Model as a scientific tool for studying the division of professional and family work. Following an integrated conceptual approach, the book explains the historical evolution of the division of labour in modern welfare states. Three policy models are developed to illustrate how a democratic division of labour can be conceived in the long-term and the Complete Combination Model is presented as the most suitable for the development of an integrated policy programme. Towards a democratic division of labour? offers inspiration to all scientists, policy makers, representatives of societal organisations and managers who are searching for new theoretical, empirical and policy perspectives.

Book excerpt: GOOS is an international programme for a permanent global framework of observations, modelling and analysis of ocean variables which are needed to support operational services around the world. The EuroGOOS strategy has two streams: the first is to improve the quality of marine information in European home waters, and the second is to collaborate with similar organisations in other continents to create a new global ocean observing and modelling system that will provide the open ocean forecasts needed to achieve the best possible performance by local marine information services everywhere. The EuroGOOS strategy envisages our national agencies making a major contribution to that challenging task of globalizing ocean forecasting. The conference also provided an opportunity to take stock of the state of marine science and technology in Europe relevant to the EuroGOOS strategy, and the state of information services and customer needs.
