Available in PDF, EPUB and Kindle. Book excerpt: Why has child care legislation developed along its present course? How did the political players influence lawmakers? What do the politics of child care legislation over the past thirty years indicate for the future? Based on more than one hundred interviews with legislators and executive branch officials, archival research, and secondary sources, this book looks at the politics behind child care legislation, rather than analyzing child care as a work and family issue. Identifying key junctures at which major child care bills were introduced and debated (1971, 1990, and 1996), Sally Cohen examines the politics surrounding each of these events and identifies the political structures and negotiations that evolved in the intervening years. In addition, Cohen looks at the impact the election of President Clinton has had on child care policymaking, and how child care legislation became part of other issues, including welfare reform, crime prevention, school readiness, and tax policy revisions.

Book excerpt: On August 22, 1996, President William Clinton signed into law the Personal Responsibility and Work Opportunity Act of 1996. Media and goververnment sources portrayed this act as the most important welfare reform since the passage of Social Security in the New Deal 61 years earlier. The hype around welfare reform overshadowed a significant section of the act entitled, “Title III—Child Support.” This section of the act made major changes in the child support program that is charged with the task of establishing, enforcing and modifying child support orders for children with non-residential parents. This book tells the story of the development and passage of the 1996 child support reforms.

Book excerpt: Images of poverty shape the debate surrounding it. In 1996, then President Bill Clinton signed welfare reform legislation repealing the principal federal program providing monetary assistance to poor families, Aid to Families with Dependent Children (AFDC). With the president's signature this originally non-controversial program became the only title of the 1935 Social Security Act to be repealed. The legislation culminated a retrenchment era in welfare policy beginning in the early 1980s. To understand completely the welfare policy debates of the last half of the 20th Century, the various images of poor people that were present must be considered. Visions of Poverty explores these images and the policy debates of the retrenchment era, recounting the ways in which images of the poor appeared in these debates, relaying shifts in images that took place over time, and revealing how images functioned in policy debates to advantage some positions and disadvantage others. Looking to the future, Visions of Poverty demonstrates that any future policy agenda must first come to terms with the vivid, disabling images of the poor that continue to circulate. In debating future reforms, participants-whose ranks should include potential recipients-ought to imagine poor people anew. This ground breaking study in policymaking and cultural imagination will be of particular interest to scholars in rhetorical studies, political science, history, and public policy.

Available in PDF, EPUB and Kindle. Book excerpt: Work over Welfare tells the inside story of the legislation that ended "welfare as we know it." As a key staffer on the House Ways and Means Committee, author Ron Haskins was one of the architects of the Personal Responsibility and Work Opportunity Act of 1996. In this landmark book, he vividly portrays the political battles that produced the most dramatic overhaul of the welfare system since its creation as part of the New Deal. Haskins starts his story in the early 1990s, as a small group of Republicans lays the groundwork for welfare reform by developing innovative policies to encourage work and fight illegitimacy. These ideas, which included such controversial provisions as mandatory work requirements and time limits for welfare recipients, later became part of the Republicans' Contract with America and were ultimately passed into law. But their success was hardly foreordained. Haskins brings to life the often bitter House and Senate debates the Republican proposals provoked, as well as the backroom negotiations that kept welfare reform alive through two presidential vetoes. In the process, he illuminates both the personalities and the processes that were crucial to the ultimate passage of the 1996 bill. He also analyzes the changes it has wrought on the social and political landscape over the past decade. In Work over Welfare, Haskins has provided the most authoritative account of welfare reform to date. Anyone with an interest in social welfare or politics in general will learn a great deal from this insightful and revealing book.

Available in PDF, EPUB and Kindle. Book excerpt: The consolidation of public finance has become the most prevalent topic in recent policy discourse in the US. However, the political debate about fiscal "belt-tightening" stretches back to the last decades of the past millennium, induced by deteriorating economic conditions which followed the first oil price shock in the early 1970s. Retrenchment in the American Welfare State investigates to what extent different welfare state programs in the US were affected by cutbacks during the Republican Reagan era, on the one hand, and during the Democratic Clinton era on the other, and to what extent these cutbacks reveal certain "patterns" of retrenchment, and how the measured discrepancies can best be explained. Available in PDF, EPUB and Kindle. Book excerpt: What are the real differences between the Democrats and the Republicans on major economic issues that influence the character and vitality of the American economy? This volume answers this question in a thorough, nonpartisan, and evenhanded fashion. Both the Democratic and Republican parties proclaim that they have the best interests of the nation and its people at heart. Both are also adamant that they have the best proposals and positions on economic policies, including taxation, spending priorities, wages, business regulation, and other influences on economic growth and household finances. This volume carefully examines the two parties' respective policies, providing a detailed yet readable and understandable look at how the parties agree, disagree, and find compromise on the broad range of problems and issues facing American society in the 21st century. Each entry includes an infographic that offers bulleted "at-a-glance" summaries of the two parties' positions on each issue today, an "Issue Overview" providing basic definitions and background for understanding the debate on each issue, and a main entry that explains prevailing party sentiments, the diversity of opinion within each party, and the shifts in party position on that issue over time. Selected entries also feature informative sidebars that supply additional content, such as primary documents that showcase the viewpoints of key political figures and institutions or biographical profiles of individuals who have helped shape their party's policies on the issue in question.
