The current logistics system was designed to support a massive European war. With the end of the Cold War, the U.S. military is being downsized and reshaped to meet the requirements of a new era in which military power will need to be projected from the continental United States to any number of contingencies around the world. To meet the support needs of the Army in this new era, the Army logistics system must become leaner, more flexible, and more responsive: leaner because defense budgets will no longer enable the Army to maintain a massive logistics system; more flexible because the Army must prepare for a wide range of potential contingencies rather than focus on a major European case; and more responsive because of increased uncertainty regarding the nature of the threat and because neither forward positioning nor host nation support can be assumed.

To meet future threats, the logistics system must become much leaner, more flexible, and more responsive. The most successful commercial firms have developed these same characteristics by adapting a new management paradigm. WSSM applies similar management concepts to improve the Army logistics system. WSSM identifies three strategies that can help the logistics system achieve improved performance at lower cost. The first strategy is to focus the entire system on meeting the needs of the "customer" (i.e., the operational commander). The second strategy is to design and redesign weapon systems to be more supportable. The third strategy calls for changes in the structure of the logistics system so that it depends less on mass and more on the speed and accuracy of its processes (repair, distribution, etc.). WSSM integrates much RAND logistics research conducted over the past several decades and is influencing Army and DoD policymakers through projects for several sponsors.

A fully functional ALIS is critical to the F-35’s operational success. However, over the past 5 years GAO has reported on key risks associated with the system, such as challenges deploying the F-35 with ALIS, inaccurate data that reside in ALIS, and ineffective training for personnel who need to use ALIS. This report assesses the extent to which (1) improvements have been made over the past 5 years and challenges remain for ALIS users, and (2) DOD is taking actions to enhance the long-term viability of the system. GAO is recommending that DOD track how ALIS is affecting readiness of the F-35 fleet and develop a strategy for the ALIS re-design. In addition, GAO believes that Congress should consider requiring DOD to develop a performance measurement process for ALIS.

Section 2337 of Title 10, U.S. Code, requires that each major weapon system be supported by a PSM and lays out the responsibilities of the PSM, including developing and implementing a comprehensive product support strategy for the system. GAO was asked to review DOD's progress in implementing PSMs for major weapon systems. This report examines (1) the steps, if any, that DOD and the military services have taken to implement PSMs for major weapon systems and (2) the extent to which DOD has evaluated the effects, if any, that PSMs are having on life-cycle sustainment decisions for their assigned systems. To conduct this review, GAO obtained information and interviewed product support personnel assigned to 12 of 332 major weapon systems that reflected varying characteristics, such as military service and system costs, and analyzed documentation from DOD and the military services. GAO recommends that DOD and the services develop a plan to institutionalize a career path for PSMs; issue clear, comprehensive, and centralized PSM implementation guidance; evaluate the effects PSMs have on sustainment decisions; and improve Army PSMs' visibility over sustainment funding. DOD generally agreed with the recommendations.

Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Chapter 3 presents observations on the extent to which the FY 2018 joint report provides accurate and complete information about nuclear sustainment and modernization budget estimates and related budget estimating methodologies.The Department of Defense and NNSA have sought for nearly a decade to replace the capabilities of the aging W78 nuclear warhead used by the U.S. Air Force. Chapter 4 describes NNSA's steps in key early planning areas--including program management, technology assessment, and coordination with facilities and capabilities--to prepare to restart a program to replace the W78.Responsibility for U.S. nuclear weapons resides in both the Department of Defense (DOD) and the Department of Energy (DOE). DOD develops, deploys, and operates the missiles and aircraft that deliver nuclear warheads. It also generates the military requirements for the warheads carried on those platforms. Chapter 5 focuses on the facilities managed by the DOE and its semiautonomous National Nuclear Security Administration (NNSA).The Trump Administration's Nuclear Posture Review includes plans for the United States to deploy two new types of nuclear weapons "to enhance the flexibility and responsiveness of U.S. nuclear forces." During this phase, the key stakeholders must build a long-term sustainment strategy to make sure the program is affordable, and that the weapon system is reliable and maintainable. The ultimate objective in this effort is to ensure all support providers, either organic or contractor, have mission readiness, translated into warfighter capability, as their long-term overarching priority. To this end, the business community (financial management and contracting) must develop a strategy that complements and satisfies the warfighters objective(s). The purpose of this research project was to examine critical sustainment program characteristics from a business community perspective for applicability in future weapon system sustainment efforts. The characteristics were identified to fall within three broad categories: (1) Reporting Mechanisms (developing and controlling the requirement); (2) Financial Management Perspective (understanding the funding process); and Contracting Perspective (arranging for the requirement). Using the Sustainment Business Model, the research team conducted a comparative analysis of two programs: The F-16 Falcon and C-17 Globemaster. The research concluded with the identification of good practices and suggested recommendations.
