Book excerpt: When Charles de Gaulle declared that “it is because we are no longer a great power that we need a grand policy,” he neatly summarized France’s predicament on the world scene. In this compact and engaging history, author Frédéric Bozo deftly recounts France’s efforts to reconcile its proud history and global ambitions with a realistic appraisal of its capabilities, from the aftermath of World War II to the present. He provides insightful analysis of the nation’s triumphs and setbacks through the years of decolonization, Cold War maneuvering, and European unification, as well as the more contemporary challenges posed by an increasingly multipolar and interconnected world.

Book excerpt: "Challenging this assumption, Peacemaking by Democracies breaks down the category of "democracy" to argue that differences in structural autonomy among democratic states have a lot to do with how foreign security policies are chosen and international negotiations are carried out. The more structural autonomy the foreign security policy executive possesses, the greater the policy independence from public and legislative opinion it is able to achieve."--Jacket.

Book excerpt: French foreign policy in the 1960's seemed unique because it was dominated by the anachronistic ideals of Charles de Gaulle. Edward L. Morse argues that in fact the foreign policies of all highly modernized states are so similar that they can be described and explained by a general theory of interdependence. He uses France as a case study of his theory, and shows that what makes French foreign policy in this period so fascinating is the way in which the behavior of the President brought into sharp focus the problems interdependence poses for nation-states. The book is divided into two parts. The first develops the theory of the conduct of foreign policy in any highly modernized society. The second part tests the theory by examining such characteristics of French foreign policy as: the erosion of the distinction between foreign and domestic affairs; the constraints put on foreign policy by the growth of international economic interdependence, which has also affected the autonomy of decision-making in a purely national context; the increased importance of foreign economic policy; the questioning of governmental priorities in foreign affairs; and the emergence of crisis management and manipulation as part of the routine procedures of foreign policy operations. Edward L. Morse's work is valuable both for the theory it offers and because it gives a balanced view of foreign policy in an important period in recent French history. Originally published in 1973. Book excerpt: This study examines the record of French and EU interactions with China, Japan and Vietnam in the areas of economic exchanges, political security relations and human rights to establish if there has been a trend of converging 'European' politics and collective European conceptions of interest and identity. It argues that the utility and impact of EU institutions on French foreign policy behaviour is more significant than is commonly imagined or admitted, and that foreign policies of EU member states tend over the long term towards convergence.

Book excerpt: Widely regarded as the most comprehensive comparative foreign policy text, Foreign Policy in Comparative Perspective has been completely updated in this much-anticipated second edition. Exploring the foreign policies of thirteen nations—both major and emerging players, and representing all regions of the world—chapter authors link the study of international relations to domestic politics, while treating each nation according to individual histories and contemporary dilemmas. The book's accessible theoretical framework is designed to enable comparative analysis, helping students discern patterns to understand why a state acts as it does in foreign affairs.

Book excerpt: This study of ten fateful decisions made on Indochina between 1961-75 highlights the ascent of the civilian militarists and of strategy over diplomacy in United States policymaking and reveals the inexorably interlinked and escalating character of the decisions and the central purpose of American presidents: not to have to face the expected domestic political consequences of defeat in Indochina. As a result, we were led into a prolonged stalemate in which "acting" and the management of programs became a more important preoccupation than thinking about our purposes and values, in which analysis become wholly subjective and therefore defective, and in which decision-making occurred in a closed system which did not allow for divergent inputs.

Book excerpt: Foreign policy begins at home, and in Europe and the United States the domestic drivers of foreign policy are shifting in important ways. The election of Donald Trump as U.S. president, the decision of British voters to leave the European Union, and popular pressures on governments of all stripes and colors to deal with the domestic consequences of global flows of people, money and terror all highlight the need for greater understanding of such domestic currents and their respective influence on U.S. and European foreign policies. In this volume, European and American scholars take a closer look at the domestic determinants of foreign policy in the European Union and the United States, with a view to the implications for transatlantic relations. They examine domestic political currents, demographic trends, changing economic prospects, and domestic institutional and personal factors influencing foreign policy on each side of the Atlantic.

Book excerpt: The Arab Spring has not only affected the well-established structures in the Middle East and North Africa (MENA) but became also a touchstone for the German and French foreign policy. A lasting three-year transformation process turned out to be an unpredictable factor for the traditional German and French foreign policy principles within a novel geopolitical environment. In this respect, this study deals with the comparative foreign policy analysis of Germany and France with regard to the transformations in the MENA since 2011. Analaysis is done on the basis of constructivist role theory in connection with the Civilian Power concept. Major interest of this study is dedicated to the analysis of the foreign policy repertoire and identity of Germany and France towards the transition countries in North Africa. A question is to be answered if the challenges provoke continuity or change.
