Book excerpt: This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

Book excerpt: This book approached water and sanitation as an African gender and human rights issue. Empirical case studies from Kenya, Malawi, South Africa and Zimbabwe show how coexisting international, national and local regulations of water and sanitation respond to the ways in which different groups of rural and urban women gain access to water for personal, domestic and livelihood purposes. The authors, who are lawyers, sociologists, political scientists and anthropologists, explore how women cope in contexts where they lack secure rights, and participation in water governance institutions, formal and informal. The research shows how women - as producers of family food - rely on water from multiple sources that are governed by community based norms and institutions which recognise the right to water for livelihood. How these ‘common pool water resources’ - due to protection gaps in both international and national law - are threatened by large-scale development and commercialisation initiatives, facilitated through national permit systems, is a key concern. The studies demonstrate that existing water governance structures lack mechanisms which make them accountable to poor and vulnerable water users on the ground, most importantly women. The findings thus underscore the need to intensify measures to hold states accountable, not just in water services provision, but in assuring the basic human right to clean drinking water and sanitation; and also to protect water for livelihoods.

Before the pandemic, African countries and cities were already facing mounting water challenges with, in Sub-Saharan Africa only, 418 million people lacking basic access to water supply and 717 million to sanitation, in addition to concomitant floods, droughts and pollution issues. Megatrends related to climate change, urbanisation and population growth add more pressure on water resources and require urgent attention for African cities to cope with future water challenges. Building on a Survey on Water Governance across 36 cities of all size in Africa, this report provides a regional overview of the allocation of roles and responsibilities for water management, the existence and implementation of institutional, policy and regulatory frameworks, as well as the critical governance gaps that need to be bridged in order to boost city government capacity to drive water security in the continent.

Growing water stress complicates many of the region’s social, political and economic difficulties, including weak governance and societal tensions between ethnic, regional or religious groups. Previous research has identified that water cooperation is relevant both in different forms and at different levels, which calls for a better understanding of informal arrangements at the local level. This joint SIPRI–CIWA report aims to help to fill this research gap by exploring the role of local-level cooperative initiatives in improving water resource challenges in the Horn of Africa. The report draws on three illustrative case studies of transboundary basins in cross-border regions: the Sio–Malaba–Malakishi Basin; the Dawa River and Aquifer; and the Bahr el Ghazal Basin and the Baggara Basin Aquifer. In doing so, it provides lessons learned from existing cooperative initiatives.

The improvement of livelihood of Africans is directly related to improvements of water supply and sanitation. There is also a strong and direct dependence of people on a particular natural resource that leads to the concept of social-ecological systems. This is demonstrated by conflicts over access and control of water as part of everyday local politics, which dictate the necessity of understanding practices and processes of local governance from a rural point of view. There is a need of exploring the relationships between the state and market regulation in order to guarantee full access to water. Water sector reforms are thus necessary to increase equity, efficiency and environmental sustainability, through a participatory approach involving water-users associations and basinmanagement committees. The success will though depend on social learning in this process, as it is crucial for human progress and survival in face of water stress that is aggravated by climate change, growing water demands from agriculture and urbanism, demographic pressure and tourism. The book is an endeavour of different specialities to tackle the different aspects of water governance challenge on the African continent. Indeed, policy debate and critical thinking on future development scenarios is a task just in its infancy. These papers can aid in a process of converging research efforts both North-South and South-South, which will bridge the optimism-pessimism divide. Whilst the hydro-optimists might say that the right decisions are being taken to 'futureproof' Africa against natural and man-made hazards including droughts and floods (and deterioration in water quality), for the pessimists the future is always frightening.
