Infrastructure, institutions, policies, and practices were organized around single-use sectors. Consequently, prevailing models of water modernization unintentionally disregarded or even discouraged the acknowledgement of multiple uses.

By 2050, global population will increase from 7 billion to a staggering 9.5 billion and the demands this will place on food and water systems will inevitably push river basins over the edge. The main purpose is to show how regional cooperation between India and Bangladesh regarding sharing of Teesta River water can ensure optimal benefits for people living in the area of the Teesta Basin located in the two countries. The author takes an interdisciplinary approach focusing on the relationship between availability of water and the reduction of poverty in the Teesta Basin as a whole. The book presents findings of a comparative socioeconomic survey on the Dalia and Gazoldoba irrigable areas, with background information on the Teesta River and its origin, spatio-physical nature, geomorphic and hydrological characteristics, irrigation and water delivery system through the Gazoldoba barrage in India and the Dalia barrage in Bangladesh. Citing the principles of transboundary freshwater sharing, this work focuses on different approaches to international water sharing and introduces an optimal approach to dry season water sharing and welfare maximization by developing a bilateral water sharing model. The model is tested through computer simulation, and an alternative water allocation policy is proposed. Water Use and Poverty Reduction is highly recommended to readers who seek an optimum solution to transboundary and bilateral water sharing and poverty reduction issues.

Book excerpt: The present research aims to fill this latter gap by analyzing the experiences in the Andhi Khola Irrigation Scheme in the hills of west central Nepal. The United Mission to Nepal (UMN), in collaboration with the Department of Irrigation of His Majesty’s Government of Nepal, initiated this project in 1982. An area of 282 hectares of which only small portions received water from seasonal streams came under year-round irrigation. A distributive land reform policy was implemented in this area according to which larger farmers had to sell part of their land for resale to the landless. Moreover, the project designed and implemented a water allocation system in which everyone could earn tradable water rights (shares) through participation in construction work. In 1997, the scheme was finalized and handed over to the Andhi Khola Water Users Association (AKWUA).

Water resources is one of the areas of strong public interest in Nepal. It is cons- ered a potent engine of economic growth. In order to help policymakers to develop long-term perspectives of the need for cooperation for optimal use of water available in the tributaries of the Ganges, the Institute was involved in a major track-two exercise for over five years during the 1990s. The Institute has been undertaking a series of exercises in the form of p- lication and dissemination of study findings in the field since the early 1990‘s. Though both countries are highly interested in mutual cooperation for the development of the shared rivers, their attempt to bring things to a successful solution has been hampered by debate. Several treaties and agreements have been signed over time by these countries, such as the Koshi Agreement, the Mahakali Treaty, the Gandak Agreement, etc. While some of these have generated positive outcomes, others are languishing, for reasons political rather than technical. Nepal is not able to harness its water resources, while India is seeking cooperation in order to utilise the shared water. Lack of trust, negotiations and compromise along with vested political interests have affected the degree of cooperation over shared rivers between India and Nepal. To make cooperation more fruitful, the two countries first need to build trust, identify the merits and demerits, compromise for the sake of the common good, share information with each other and implement the mutually agreed upon cooperation package. The essays in this volume bring together a spectrum of viewpoints on this issue.
