Framing urban water security is challenging due to the complexity and uncertainty of its definition and assessment framework. Several studies have assessed water security in widely divergent ways by granting priority indicators equal weight without considering or adapting to local conditions. This dissertation develops a new urban water security definition and assessment framework applicable to water scarce cities, with a focus on Madaba, Jordan. It takes a novel and systematic approach to assessing urban water security and culminates in integrated urban water security index (IUWSI) as a diagnostic tool and guide management actions. The dissertation suggests a new working definition of urban water security based on the United Nations (UN) Sustainable Development Goal 6.1 on safe drinking water for all and the human rights on water and sanitation as follows: The dynamic capacity of water systems and stakeholders to safeguard sustainable and equitable access to water of adequate quantity and acceptable quality that is continuously, physically and legally available at an affordable cost for sustaining livelihoods, human well-being and socioeconomic development, ensuring protection against waterborne pollution and water-related disasters, and for preserving ecosystems in a climate of peace and political stability. This proposed definition captures issues at the urban level of technical, environmental and socioeconomic indicators that emphasize credibility, legitimacy and salience. The assessment framework establishes a criteria hierarchy, consisting of four main dimensions to achieve urban water security: drinking water and human well-being, ecosystem, climate change and water-related hazards and socioeconomic aspects (together, DECS). The framework enables the analysis of relationships and trade-offs between urbanization, water security and DECS indicators. The dissertation also provides a structured analysis to understand how urban water is managed in intermittent water supply system, by conducting a water balance analysis after quantifying the components of water losses in Madaba’s water distribution network. The findings showed that Madaba's non-revenue water (NRW) amounted to annual loss of about 3.5 million m3, corresponding to financial losses of 2.8 million USD to the utility, of which 1.7 million USD is the cost of real losses. The dissertation provided an intervention strategy for strengthening infrastructure resilience and reducing leakage via the infrastructure, repair, economic, awareness and pressure (IREAP) framework. The IREAP framework provides a robust strategy to shift intermittent water supply (IWS) into continuous water supply. The IUWSI highlighted the state of water security in Madaba, Jordan and identified the means of implementation to move towards achieving urban water security based on the priorities for Madaba. The drinking water and human wellbeing dimension was the most important priority, receiving a weight of 66.22%, followed by ecosystem (17.15%), socioeconomic aspects (10.18%), and climate change and water-related hazards (6.45%) dimensions. The IUWSI indicated that the urban water security in Madaba is reasonable with a score of 2.5/5 and can meet the minimum requirements in several dimensions, but nonetheless, it has many loopholes to cover. Gaps are clear in the climate change and water-related hazards, and socioeconomic dimensions with scores of 1.6/5 and 2.237/5 respectively. Additionally, specific shortcomings are found in indicators such as water availability, reliability, diversity, and public health. The IUWSI framework assists with a rational and evidence-based decision-making process, which is important for enhancing water resource management in water-scarce cities

Book excerpt: Water utilities are the main instrument for countries to achieve universal service coverage. In pursuing universal service coverage, water utilities have turned to pro-poor water services to extend water services in low-income areas. This thesis discusses the use of pro-poor water services by water utilities in Kenya, with the intention of highlighting the dimensions of the approach that require attention of policy makers and practitioners when engaging with the concept. Based on the analysis of the technologies, financial and organisational arrangements associated with the pro-poor concept, this thesis shows that the use of pro-poor strategies allows water utilities to reduce the risks of servicing low-income areas while still claiming to fulfil their mandate of providing access to all in a commercially viable manner. The analysis also shows that rather than a decision of the water utility, the choice for pro-poor strategies emerges as the result of a consensus or compromise between the different actors that constitute the broader institutional environment in which water utilities operate. The thesis concludes that while pro-poor water services may serve the interests of water utilities and other stakeholders, in the absence of well-directed subsidies and proper monitoring they will not result in low-income households benefiting from more affordable and reliable access to water.

The issue of water access and supply affects both rural and urban populations. At rural areas water is accessed in yard taps and in arid regions through water kiosks managed by private owners. Among the urban poor, water access is compromised by poor supply infrastructure especially among informal settlers and risks such as contamination during the supply chain are imminent This book therefore seeks to close this knowledge gap by 1) generating a water resources inventory for Sub-Saharan Africa region, 2) exploring the water crises in both its urban and rural settings, 3) understanding the causatives of the crises and 4) suggesting viable solutions to manage the water challenges using named case studies. The aim is to improve understanding on the region’s water problems and advise scholars and policymakers on priority research areas and action plans to better water management for sustainable development.

Private-sector activity was most concentrated—and contested—in large cities in developing countries, where the widespread lack of access to networked water supplies was characterized as a global crisis. In Privatizing Water, Karen Bakker focuses on three questions: Why did privatization emerge as a preferred alternative for managing urban water supply? Can privatization fulfill its proponents' expectations, particularly with respect to water supply to the urban poor? And, given the apparent shortcomings of both privatization and conventional approaches to government provision, what are the alternatives? Empirical case studies from Kenya, Malawi, South Africa and Zimbabwe show how coexisting international, national and local regulations of water and sanitation respond to the ways in which different groups of rural and urban women gain access to water for personal, domestic and livelihood purposes. The authors, who are lawyers, sociologists, political scientists and anthropologists, explore how women cope in contexts where they lack secure rights, and participation in water governance institutions, formal and informal. The research shows how women - as producers of family food - rely on water from multiple sources that are governed by community based norms and institutions which recognise the right to water for livelihood. How these common pool water resources - due to protection gaps in both international and national law - are threatened by large-scale development and commercialisation initiatives, facilitated through national permit systems, is a key concern. The studies demonstrate that existing water governance structures lack mechanisms which make them accountable to poor and vulnerable water users on the ground, most importantly women. The findings thus underscore the need to intensify measures to hold states accountable, not just in water services provision, but in assuring the basic human right to clean drinking water and sanitation; and also to protect water for livelihoods.

The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. This anthology documents various issues including water use and management in agriculture especially in irrigation projects in Ethiopia, Kenya, Uganda and Zimbabwe; water harvesting in Kenya and Uganda; the role of local water use institutions in Ethiopia; and water source maintenance and protection in Uganda.
