Book excerpt: According to estimates by the International Land Coalition based at the International Fund for Agricultural Development (IFAD), 57 million hectares of land have been leased to foreign investors since 2007. Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa. The geographical scope of this book will be the African continent, where land has attracted the attention of risk-taking investors because much land is under-utilised marginalized land, with associated water resources and rapidly growing domestic food markets. The successful implementation of investment strategies in African agriculture could determine the future of more than one billion people. An important factor to note is that Sub-Saharan Africa will, of all the continents, be hit hardest by climate change, population growth and food insecurity. Sensible investment in agriculture is therefore needed, however, at what costs and at whose expense? The book will also address the livelihoods theme and provide a holistic analysis of land and water grabbing in Sub-Saharan Africa. Four other themes will addressed: politics, economics, environment and the history of land investments in Sub-Saharan Africa. The editors have involved a highly diverse group of around 25 expert researchers, who will review the pro and anti-investment arguments, geopolitics, the role of capitalist investors, the environmental contexts and the political implications of, and reasons for, leasing millions of hectares in Sub-Saharan Africa. To date, there has been no attempt to review land investments through a suite of different lenses, thus this handbook will differ significantly from existing research and publication. Book excerpt: To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.

Empirical case studies from Kenya, Malawi, South Africa and Zimbabwe show how coexisting international, national and local regulations of water and sanitation respond to the ways in which different groups of rural and urban women gain access to water for personal, domestic and livelihood purposes. The authors, who are lawyers, sociologists, political scientists and anthropologists, explore how women cope in contexts where they lack secure rights, and participation in water governance institutions, formal and informal. The research shows how women - as producers of family food - rely on water from multiple sources that are governed by community based norms and institutions which recognise the right to water for livelihood. How these common pool water resources - due to protection gaps in both international and national law - are threatened by large-scale development and commercialisation initiatives, facilitated through national permit systems, is a key concern. The studies demonstrate that existing water governance structures lack mechanisms which make them accountable to poor and vulnerable water users on the ground, most importantly women. The findings thus underscore the need to intensify measures to hold states accountable, not just in water services provision, but in assuring the basic human right to clean drinking water and sanitation; and also to protect water for livelihoods.

There is an urgent need, heightened by climate change, for appropriate technologies to address this problem through managing and increasing the quantity of water on farmers’ fields – water harvesting. This book defines water harvesting as a set of approaches which occupy an intermediate position along the water-management spectrum extending from in situ moisture conservation to irrigated agriculture. They generally comprise small-scale systems that induce, collect, store and make use of local surface runoff for agriculture. The authors review development experience and set out the state of the art of water harvesting for crop production and other benefits in Sub-Saharan Africa. This includes an assessment of water harvesting schemes that were initiated two or three decades ago when interest was stimulated by the droughts of the 1970s and 1980s. These provide lessons to promote sustainable development of dryland agriculture in the face of changing environmental conditions. Case studies from eight countries across Sub-Saharan Africa provide the evidence base. Each follows a similar format and is based on assessments conducted in collaboration with in-country partners, with a focus on attempts to promote adoption of water harvesting, both horizontally (spread) and vertically (institutionalization). Introductory cross-cutting chapters as well as an analytical conclusion are also included.

Mami Wata, often portrayed with the head and torso of a woman and the tail of a fish, is at once beautiful, jealous, generous, seductive, and potentially deadly. A water spirit widely known across Africa and the African diaspora, her origins are said to lie "overseas," although she has been thoroughly incorporated into local beliefs and practics. She can bring good fortune in the form of money, and her power increased between the fifteenth and twentieth centuries, the era of growing international trade between Africa and the rest of the world. Her name, which may be translated as "Mother Water" or "Mistress Water," is pidgin English, a language developed to lubricate trade. Africans forcibly carried across the Atlantic as part of that "trade" brought with them their beliefs and practices honoring Mami Wata and other ancestral deities. Henry John Drewal is the Evjue-Bascom Professor of African and African Diaspora Arts at the University of Wisconsin-Madison. Other contributors include Marilyn Houlberg, Bogumil Jewsiewicki, Amy L.
