Die darum geführten Kontroversen sind lebhaft und teilweise bis heute nicht abgeschlossen; ihre tatsächliche Einflußnahme auf die Praxis der politischen Bil dung ist kaum bekannt oder kalkulierbar. Wenn nun mit dieser Schrift die -oft als verwirrend und wenig hilfreich empfundene - Vielfalt der Publikationen noch er weitert werden soll, dann ist dafür eine Begründung erforderlich. Gegenstand dieser Arbeit ist eine Kritische Politikdidaktik. Es geht damit um eine spezifische Variante wissenschaftlicher Arbeits-, Argumentations- und Hand lungszusammenhänge, welche zwar wie alle Wissenschaften kritisch verfährt, aber in Abgrenzung von vielen anderen Alternativen einer auf Sozialwissenschaften bezoge nen Fachdidaktik eine bestimmte - aufklärende und auf Besserung von Praxis ab zielende - Qualität von Kritik zugrunde legt und zum Programm erklärt. Zur Vor bereitung, Anregung und Exemplifikation einer solchen Kritischen Politikdidaktik gibt es bislang mehrere punktuelle Beiträge zu einzelnen theoretischen und prakti schen Problemen. Sie verdeutlichen in Umrissen ein gemeinsames Anliegen, zeigen aber auch Nuancen, Interpretationsspielräume und Offenheit für weitere Entwick lungen auf. Eine systematische Darlegung gibt es in großerem Umfang bis heute aber noch nicht.

Nach-dem in den 50er und 60er Jahr die Kindheit als un- oder zumindest vorpolitisch wahrge-nommen wurde, wuchs das Interesse an politischer Bildung erst wieder in den siebziger Jah-ren, als Folge der gesellschaftlichen und bildungspolitischen Umbrüche der 68er. Da eine durchgreifende Demokratisierung der Gesellschaft gefordert wurde, wurden gleichzeitig auch die Rufe nach Politikunterricht in den Schulen lauter. (Reeken 2007, 18-29) Heute sind sich Fachwissenschaftler einig, dass politische Bildung für eine demokratische Gesellschaft notwendig und unumgänglich ist. Des Weiteren haben verschiedene Studien ergeben, dass diese bereits im Grundschulalter erfolgen sollte. Dennoch wird die politische Bildung in der Grundschule bis heute vernachlässigt – in die Lehrerbildung findet sie wenig Eingang, im Lehrplan ist sie nur wenig konkret und ausdifferenziert verankert, es mangelt an repräsentativen grundschulspezifischen Forschungsergebnissen und Bildungsstandards. (vgl. Reeken 2007, 44-47) Fachwissenschaftler bemängeln das Verschwinden der politischen Bil-dung aus den Schulen. (Gerold 2003, 39/40) Es besteht sogar auf die Grundschule bezogen die These, dass es „zu den tradierten Grundzügen des Sachunterrichts (...) [gehöre] politische Bildung [weitgehend zu verhindern].“ (Richter nach Gerold 2003, 40) Der folgende Aufsatz versucht zu verdeutlichen, was unter politischer Bildung zu verstehen ist und warum diese generell und speziell in der Grundschule notwendig ist. Er beleuchtet die aktuelle Stellung der politischen Bildung im Lehrplan der bayerischen Grundschule und erläutert, wie politi-sches Lernen in dieser Schulart aussehen sollte.
