Book excerpt: A work with broad implications for theories of comparative strategic behavior and civil-military relations, Societies and Military Power uses the long history of the armies of India as a basis for analyzing whether the character of a given society affects the amount of military power that can be generated by the armies that emerge from that society. By examining the changing relationship between ruling elites in the Indian subcontinent and their armed forces, the book shows that divisions within society are mirrored within the military, even within the contemporary professional military. Stephen Peter Rosen explores the proposition that cultural explanations don't sufficiently account for changes in military power, whereas social structure does. He suggests also that the dynamics of civil-military relations in a non-Western setting are not explicable without social-structural insight. He concludes that the comparative study of strategic behavior and military organization has lacked a sound foundation, which the social-structural explanation offered in this book begins to provide.

Book excerpt: The dismantlement of the communist system of control of the military and its replacement with a democratic model is one of the most significant aspects of the post-communist transition in East-Central Europe and the former Soviet-Union. The success of democratic civil-military reforms is an important and underappreciated measure of the state of democratic transitions in these countries, and it also has important implications for and links with regional security and NATO relations. This book examines the state of democratic civil-military reforms in nine East-Central and former Soviet states: Czech Republic, Hungary, Poland, Estonia, Latvia, Lithuania, Bulgaria, Russia, and Ukraine. An examination of these states is of particular interest and importance given their varied relationship with NATO, a relationship that is influenced to a large extent by the amount of progress in reforming their post-communist system of control of their militaries. Following a comprehensive theoretical chapter on civil-military relations, the individual chapters consider the accomplishments as well as the outstanding shortcomings of democratic civil-military reforms. Overall, the book argues that the weaknesses apparent in all these countries in the implementation of the democratic norms of civilian control of the military require continued attention in order to strengthen not only the relationship with NATO (wither membership is already obtained or sought) but also regional security in general.

The Russian Center's point of view is that the crisis is an issue of imperialism: the decline and fall of the old Russian empire, the undoing of the pax Russica, the derangement of the Russian imperial consciousness. From the viewpoint of the former march-lands of the empire, the issue is nationalism. Since Mikhail Gorbachev launched his reform program under the rubric of perestroika and glasnost, the most dramatic changes taking place in the USSR have been in the area of ethnic and minority nationalism. The Soviet nationalities problem has become central to the nations of the world, as well as to all minority and national groups. The purpose of this book is to present a comprehensive analysis of the impact of nationalism on the break-up of the Soviet Union, measure the effects of this dissolution, and examine the remnants and revisions. The authors conclude that the Russian Empire is at the end of its tether, but what will remain will still be a viable world power. The second conclusion is that the so-called center of the empire will be in Russia herself, much more than in the past, and that a new form of Russian nationalism is in the making, which could have aggressive and expansionist tendencies. Policymakers, Soviet-area specialists, and students will find this book provocative and useful.
