While a complete roster of volunteer chiefs, directors and adminis trators is given not every county is represented in the narrative. It was not so intended origi nally. There are counties in which no incidents outside the commonplace occurred; in others no reports were filed, and personal requests for in formation failed to elicit a response. These are omitted. There also may be disappointment that the names of volunteer assistants who rendered splendid and patriotic service are not included. This was found to be impossible, not alone because it would have defeated the purpose of the work, but because a list of all Food Administration volunteers in Pennsylvania would make a respectably sized volume in itself.
