In meiner Arbeit zeige ich auf, wie die Schülerinnen und Schüler der Kantonsschule Wil das Problem der Jugendgewalt und Jugendkriminalität wahrnehmen und wie sie zu ihrer Wahrnehmung gekommen sind. Die Informationen, welche ich für meinen Umfragebogen benötigte, beschaffte ich mir hauptsächlich aus offiziellen Statistiken der Kantonspolizei St. Gallen, diejenigen für den Theorieteil meiner Arbeit primär aus der spärlich vorhandenen Fachliteratur. Zusammenfassung der Ergebnisse und meine Schlussfolgerung Jugendgewalt ist das Ausführen von physischer und psychischer Gewalt gegen Personen, Sachen und Tiere. Jugendkriminalität ist das allgemein Straffälligwerden von jugendlichen Menschen. Zusammenfassend kann man sagen, dass die meisten Schülerinnen und Schüler eine relativ tatsachengetreue Wahrnehmung der Gewalt und Kriminalität jugendlicher Personen im Kan-ton St. Gallen und der Stadt Wil hat, jedoch gibt es doch einige Antworten, welche sich ex-trem von den wirklichen Gegebenheiten unterscheiden, wie zum Beispiel die Anzahl der Ge-waltdelikte in der Stadt Wil, welche bei 98 Prozent aller befragten Schülerinnen und Schülern zu hoch angegeben wurde. Jedoch kann man die Differenzen zwischen den offiziellen Statis-tiken und den Antworten meiner Umfrage selten genau einem besonderen Merkmal der be-fragten Person zuordnen, wie zum Beispiel dem Alter, dem Wohnort oder dem Geschlecht, aber zwischendurch gibt es klare Tendenzen, mit welchen sich die Antworten.

Dabei ist zu beachten, dass es nicht die Jugendkriminalität gibt, da sehr unterschiedliche Tatmuster und deren Bedeutung auftreten können. Bewertungen von Handlungen als kriminell sind abhängig von wandelbaren und sich verändernden Normen und Erwartungen der Gesellschaft. Überdies gibt es verschiedene Ebenen der Wahrnehmung der Jugendkriminalität. Da wären zunächst die prinzipiell strafrechtsrelevanten Handlungen, bei denen es jedoch auch vorkommen kann, dass sie gar nicht angezeigt, also nicht als kriminell wahrgenommen werden, oder aber einer Überbewertung ausgesetzt werden. Weiterhin gibt es die polizeilich registrierte Jugendkriminalität, welche die Tatverdächtigenzahlen wiedergibt, und die abgeurteilten oder verurteilten Straftaten. (vgl. Kastner / Sessar 2001) Die öffentliche Vorstellung von Jugendkriminalität wird wesentlich durch öffentliche Debatten und Medien beeinflusst. Die laufende Diskussion in den Medien über Regeln und Normen, über soziale Erwartungen, wie sich Jugendliche zu verhalten haben, um diesen zu entsprechen, sowie darüber, was als jugendliches Fehlverhalten gilt, führt zu einer veränderten Aufmerksamkeit gegenüber Jugendlichen, zu Schwankungen in der Kriminalitätsfurcht sowie zu veränderter Anzeigebereitschaft. Dies hat wiederum Auswirkungen auf die polizeilich registrierte Jugendkriminalität und beeinflusst die Schwerpunktsetzungen der Kriminalitätskontrolle. Ständige Schreckensmeldungen über Gewalttaten, zumeist jugendlicher Täter und scheinbar unaufhörlich steigende Kriminalitätsraten in den letzten Jahren, unterstreichen diesen Eindruck. Folgt man diesen Berichten kann leicht der Eindruck entstehen, dass der Anteil derjenigen Jugendlichen, welche Gewalttaten verüben, ständig zunimmt, die Täter parallel immer jünger werden und bei der Tatbegehung eine zunehmende Brutalität an den Tag legen.(vgl. Mansel/Raithel 2003, S. 7)Die anonyme Masse der Jugendlichen verkommt auf diese Weise stillschweigend zu einer Bedrohung für die rechtschaffende Gesellschaft. Die Schuldzuschreibung erfolgt dabei zumeist einseitig durch die Erwachsenen, wobei keine spezifische Gruppe innerhalb des jugendlichen Personenkreises an den Pranger gestellt wird, sondern Pauschalurteile über die scheinbar in zunehmendem Maße immer stärker kriminalisierte Jugend gefällt werden. Eine derartige, zumeist emotional und einseitig geführte, Auseinandersetzung mit dem Phänomen der Jugendkriminalität ist jedoch nicht neu. In zyklischen Abständen lassen sich wechselnde Gruppen identifizieren, welche in besonderem Maße den gängigen Wert- und Normvorstellungen zuwider handelten. In den 50er Jahren waren die Krawalle der Rocker und Halbstarken ein oft beklagtes Problem, ehe in den 60er Jahren protestierende Studenten, in den 70ern wütende Demonstranten und den 80ern die Hausbesetzer als größte gesellschaftliche Herausforderung erkannt wurden. Gerade in den 90er Jahren rückten dann vermehrt Gewalttaten an Schulen in den Fokus der gesellschaftlichen Aufmerksamkeit. Aber ist Kriminalität wirklich ein lediglich auf die Jugendphase beschränktes Problem? Allzu oft könnte man diesen Eindruck erhalten, würde man unreflektiert Presse und Medien vertrauen.Zum einen ist Gewaltkriminalität, anders als häufig angenommen, lediglich ein geringer Teil der Jugendkriminalität und weiterhin „...werden die schlimmsten und größten sozialen Schäden nach wie vor von Erwachsenen hervorgerufen“.
