No fundamental conception of our most important economic problems is attainable except in relation to the factors governing the distribution of income. Unless resigned to superficial views, we cannot, therefore, maintain a passive attitude toward the unsettled state of economic doctrine. In the face of continued failure, neither discouragement nor scepticism should halt the struggle for a definite and accepted theory of distribution. May the publication of this book contribute something to the will to master the difficulties of the problem.
