It stems from the recognition that the accelerated pace of economic globalization has generated production and consumption patterns that are generating sustainability concerns. Sustainability standards (and regulations) are increasingly being used in a bid to make global consumption and production more sustainable. Given the dense inter-connectedness of economic affairs globally, the use of sustainability standards has become a concern of global governance, who face the challenge of achieving a balance between the use of standards for genuine sustainability objectives, and not allowing them to turn into instruments of protectionism or coercion.The emerging economies, given their increasing engagement with the global economy, are most impacted by the use of sustainability standards. The emphasis of ‘emerging economies’ in this book is retained both by using case studies from these economies and by collating perceptions and assessments of those located in these economies. The case studies included span sectors such as palm oil, forestry, food quality, vehicular emissions and water standards, and address the problems unique to the emerging economies, including capacity building for compliance with standards, adapting international standards in domestic contexts and addressing the exclusion of small and medium enterprises etc. Complex interfaces and dynamics of a global nature are not limited to the thematic of this book but also extend to the process through which it was written. It brings different perspectives on VSS together which can inform and contribute to a comprehensive understanding of VSS effectiveness through GVCs. Through this paper, the "effectiveness" of VSS is defined along multiple dimensions, all of which are covered and assessed. A first dimension, goal-attainment effectiveness, focuses on the impact of VSS on a range of social, economic and environmental indicators. A second dimension, process effectiveness, analyses the degree to which VSS are adopted by economic operators and the drivers for adoption. A third dimension, constitutive effectiveness, focuses on the degree to which VSS change the overall approach of actors involved in the policy process towards sustainability, i.e., the degree to which their theories of change are used more widely. VSS role on international trade is also debated and discussed.

Book excerpt: Voluntary Sustainability Standards (VSS) have the potential to generate distinct economic and social development opportunities and can help to mitigate economic, food, water, and environmental risks in developing countries. However, the research about the impacts of VSS focuses on a few standards, products and countries, usually in response to project evaluation needs. The most common methodology used is case studies, often conducted by the VSS themselves. While they provide rich qualitative information about the complexity of the impacts of VSS, they do not provide much empirical evidence based on comparative analyses and generally do not allow for the identification of correlation between the variables. There is also a focus on the production side of the value chain. Overall, a systematic evaluation of value chain impacts across VSS and products providing quantitative, statistically valid data is lacking. However, the research does provide some qualitatively rich findings, which are summarized in this paper according to four areas: 1. The impacts of VSS on global supply chains;2. The impacts of VSS on producers and exporters;3. The interplay of regulation and VSS;4. When do VSS work? These areas have been selected according to their relevance to policymakers in developing countries and their prevalence in research. The following provides a short outline of the research findings related to each of these areas.

Despite the fact that VSS are not legally binding, in order to be a part of global value chains, they have become de facto mandatory, and non-compliance may lead to exclusion of producers from the value chains. The relevance of VSS is reflected by a growing literature across social sciences, in particular economics and political science. This paper describes a new database that collects comparable information on 180 standards and their governance structure, across a wide range of products and countries. We conduct a first empirical analysis of this data with a primary focus on two aspects of standards and their governance: their practices and features in support of producers, and their geographic availability. We find high variability of support and availability across standards systems and countries respectively. Finally, we identify standards- and country-specific features associated with higher support to producers and higher geographic availability.
