Book excerpt: GAO prepared this report under the Comptroller General's authority as part of an effort to assist policy makers in determining how federal disability programs could more effectively meet the needs of individuals with disabilities and addressed it to each committee of jurisdiction. In this report, GAO assesses: (1) the extent to which state Vocational Rehabilitation (VR) agencies assist individuals in achieving employment; and (2) performance measures and monitoring practices Education uses to manage this decentralized program and achieve legislative goals. Of the more than 650,000 individuals exiting the state VR programs in FY '03, one-third (217,557) obtained a new job or maintained their existing job for at least 90 days after receiving customized services. Education's data showed that the remaining two-thirds exited the VR program without employment most often because the individual refused services or failed to cooperate with the VR counselor. Among recommendations to improve Education's performance measures and its monitoring of state VR agencies, are: (1) Reevaluate Education's performance measures values and ensure that sufficient data are collected to measure the performance of this program; and (2) Take steps to continue improving the timeliness of the performance data Education collects and analyzes. To help Congress understand whether VR & E is now better prepared to meet the needs of veterans with disabilities, GAO was asked to determine (1) how the implementation of the Five-Track Employment Process has affected VR & E's focus on employment, (2) the extent to which VR & E has taken steps to improve its capacity, and (3) how program outcomes are reported. To ensure VR & E can meet the needs of veterans, GAO recommends that VR & E consider cost-effective options to align the program's financial incentives with its employment mission as well as engage in a strategic workforce planning process that collects and uses relevant data. Additionally, GAO recommends that VA improve the transparency of reports on VR & E program performance.

It contrasted those accepted and those not, described services clients received, and evaluated the program's outcomes. The study found that, in national surveys in the 1980s, 14-18 million people reported work limitations that made them potentially eligible for VR, but a much smaller group was actually served by the state-federal VR program: in any one year, 5-7 percent of those potentially eligible. Those accepted were generally similar to those who applied, except that those accepted were much more likely to be classified as having a severe disability. Most VR clients received only modest services. Less than half received any type of education or training services, the total value of purchased services averaged only $1,573 per client, and just under half received purchased services costing less than $500. States purchased more services for clients with physical than with mental disabilities, more for clients with severe than with nonsevere disabilities, and more for White clients than for Black, Hispanic, or American Indian clients. Evaluation of long-term outcomes found that rehabilitants' gains in employment and earnings faded after about 2 years.
