Book excerpt: This document describes the vocational education and training system in Belgium, beginning in chapter 1 with the administrative, demographic, and economic background in which the training system exists. Chapter 2 provides a brief historical review of the development of the training system; arrangements for initial training; and arrangements for continuing training, teacher training, and adult training. Chapter 3 indicates where responsibilities for administering the system are located, including the influence of the social partners, and presents information on the financing system. Chapter 4 provides an indication of present trends and developments, including how far the system has been, or would be, influenced by European Community considerations, such as the following: creation of the single European market, mutual recognition of qualifications, the intervention of the Structural Funds, and the Community's education and training programs. Specific topics are as follows: divergent training systems, the teaching profession and teacher training, choice of study by girls, and education in the Flemish and French communities. Appendixes contain 14 references and the following: list of acronyms and abbreviated titles; major organizations involved in providing or regulating vocational training; and glossary. (YLB)

Book excerpt: The vocational education and training system in Belgium has been shaped not only by the division of the country into regions and linguistic communities, but also by the large-scale involvement of private authorities (particularly the Catholic Church) and the role of government at national, regional and local level. Due to the complexity of the system, this publication focuses on the traditional service providers of vocational education and training in Belgium. Issues considered are: political and administrative structures, including population trends, the economy and labour market; the structure of the education system for basic, secondary and higher education levels; the structure of the vocational education and training system; the legal and financial framework; qualifications, teacher-training and vocational guidance; and future trends.

Available in PDF, EPUB and Kindle. Book excerpt: This book draws on experiences from a range of vocational education systems in different nation states and re-examines the purpose of providing experiences outside educational institutions; the kinds and extent of those experiences; and efforts made to ensure the integration of students’ experiences across sites. Analyses of the various vocational education systems, their purposes and practices across nations, and challenges experienced by different stakeholders illustrate different approaches to the integration of learning at different sites. The book includes a consideration of what constitutes the integration and reconciliation of experiences, and their attendant educational implications. This extends an appraisal of the concepts of integration, reconciliation, curriculum and work readiness, each of which has a range of connotations. Integration or reconciliation is differentiated from transfer of learning, which is commonly based on simple assumptions that the educational institutions will provide theory and that the workplaces will provide practice from the workplaces, and that the two can be easily linked by students. The contributions from different nation states clearly demonstrate that integration is a collaborative process and requires the agency of stakeholders operating at global, national and specific learning site levels.

Book excerpt: One of a series of studies on vocational education and training, this review focuses on the vocational education and training (VET) in Sweden and concludes with policy recommendations. Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners' involvement in VET by creating a framework for systematic social partners' involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

Available in PDF, EPUB and Kindle. Book excerpt: This third volume in the series provides a systematic description of the situation of teachers and trainers in vocational education and training (VET) in five European countries: Austria, Belgium, Hellas/Greece, Luxembourg, and the Netherlands. Each country report begins with an outline of the national context--the country's geographical features and the ethnological composition of its population; cultural history and religious considerations are included where they are relevant to VET. A brief description follows of the overall education system of which VET is a part. The next section of each report examines the VET system within which the teachers and trainers who are the subject of this publication serve. The following section describes the teaching and training faculty--in quantitative and qualitative terms to the extent that the relevant information is available--and an account of teachers' and trainers' legal standing, rights, and duties and also those of the teacher unions and other professional organizations that work on their behalf. The final substantive sections explore the inservice and continuing training opportunities open to teachers and trainers in VET and possibilities for career advancement. A separate section lists the addresses of institutes associated in some way with the initial or continuing training of teachers or trainers in VET. Finally, each country report presents a list of acronyms and abbreviations used in the text. (YLB)
