Lifelong learning is the slogan with which the Labour Government has chosen to publicise and popularise its values and policies for post-16 education and training under the new administration. Dr. Hyland’s book subjects New Labour policy - particularly developments surrounding the University for Industry and the New Deal - to searching scrutiny and offers a number of recommendations designed to upgrade vocational education and training (VET). If we are to create a high status and high quality VET system comparable to those of our European competitors we will need, Dr. Hyland argues, to move towards a unified curriculum in the post-school sector bringing with it the abolition of the present three-track model of NVQs, GNVQs and GCSEs/A Levels. More significantly it is argued that all vocational learning - both work-based and college-based - needs to be underpinned by a common core of knowledge and understanding and crucially, be located within a values framework which gives due attention to social justice and community interests rather than simplistic and utilitarian economistic objectives and employability skills. Moreover, the aesthetic and moral dimensions of vocational studies are not optional extras but areas of vocational learning experience which are essential and foundational if vocational education and training is to be enhanced in order to satisfy current lifelong learning criteria. Dr. Hyland’s challenging account provides one of the first comprehensive philosophical and policy critiques of New Labour VET developments and will be of interest to those committed to high quality vocational studies on all sides of education and industry as well as to lecturers, tutors, trainers and students working in post-compulsory education and training.

Beginning in the mid-seventeenth century, French Catholic clergy began to promote the innovative idea that everyone, even an ordinary layperson, was called to a vocation or “state of life” and that discerning this call correctly had implications for one’s happiness and salvation, and for the social good. In Callings and Consequences Christopher Lane analyzes the origins, growth, and influence of a culture of vocation that became a central component of the Catholic Reformation and its legacy in France. The reformers’ new vision of the choice of a state of life was marked by four characteristics: urgency (the realization that one’s soul was at stake), inclusiveness (the belief that everyone, including lay people, was called by God), method (the use of proven discernment practices), and liberty (the belief that this choice must be free from coercion, especially by parents). No mere passing phenomena, these vocational reforms engendered enduring beliefs and practices within the repertoire of global Catholic modernity, even to the present day. The LSVD was created by combining the scientifically based systems theory that explicates the dynamics of all aspects of human functioning and development, called Humans as Self-Constructing Living Systems, with important ideas about vocational behavior and development. The resulting integrative theory represents the individual person as a dynamic, self-directing and self-constructing entity, i.e., a living system. Behavior Episodes (BEs) are the fundamental, person-in-context, dynamic units of analysis that serve as the “building blocks” by which individuals construct and retain their experiences in patterns that can be reactivated to facilitate future BEs. The book describes how individuals’ history of satisfying BEs and their current activities provide the means by which vocational and career counselors can assist them to create satisfying vocational pathways. It also describes for researchers how new, non-linear, person-centered, quantitative and qualitative research methods can be used to analyze BE patterns to advance understanding of person-level processes that play key roles in individuals’ vocational behavior and development. The LSVD was designed to be not just an integrative framework for the field of career development, but also to reconnect the field to related areas such as human resources and industrial-organizational psychology and to the range of human sciences that have already embraced a living systems theoretical model.
