Available in PDF, EPUB and Kindle. Book excerpt: " This timely addition to a new genre of evaluation methodology eschews the objectivity of an external evaluation in favor of internal value-driven assessments that advance the goal of self-improvement through self-determination. Fetterman offers down-to-earth, clearly written descriptions and explanations of an approach that reconciles the contingencies of organizational practice with the standards and principles of evaluation accountability. He adroitly bridges the gap between the subjectivity of self-evaluation and the objectivity of external evaluation by showing with case examples and detailed methods, forms, and narrative why empowerment evaluation extends the reach of standard evaluation practice." --Dennis Mithaug, Teacher's College, Columbia UniversityWhat is empowerment evaluation? When is it the most appropriate approach to use in an evaluation? How can it best be implemented? Aimed at demystifying empowerment evaluation, the book shows readers when to use this form of evaluation and how to more effectively use its three steps (developing a mission statement; taking stock by identifying and prioritizing the most significant program activities; and, charting a course for future strategies to accomplish program goals). Fetterman also illustrates the steps with four case examples, ranging from hospital to educational settings. In addition, he covers: how to use empowerment evaluation to meet the standards developed by the Joint Committee on Standards for Educational Evaluation; the caveats and concerns about the use of empowerment evaluation; the relationship between collaborative, participatory, stakeholder, and utilization-focused evaluation with empowermentevaluation; the role of the Internet in disseminating empowerment evaluation; and, an analysis of the strengths, weaknesses, and conditions of empowerment evaluation. This book will guide evaluators exploration of their roles

Book excerpt: This comprehensive book takes the reader through the necessary steps to develop user buy-in and assistance in creating a learner-driven library program. The result? A unique, exemplary school library program that is eligible for national awards. Creating an award-winning school library program involves more than simply following the guidelines and standards available that describe what an exemplary program should accomplish. Effecting the changes necessary is often a process that presents multiple challenges along the way—especially when there is insufficient buy-in to the changes. This updated second edition of Seven Steps to An Award Winning School Library Program begins with a description of an existing model school library program and then describes steps that emphasize how to develop user buy-in and assistance in achieving the results of a learner-driven library program. In addition to providing descriptions of detailed actions to perform, advice on working with staff, and background information on change theory, this book also includes practical documents, diagrams, processes, workshop ideas, lesson plans, and tips when filling out applications for awards.

Available in PDF, EPUB and Kindle. Book excerpt: The role of the school board in public K-12 schools is considered from the agency and the stakeholder perspectives. A new theoretical model for the school board members practice of due diligence encompassing content and process issues is developed from empirical literature on agency and stakeholder relationships, vision content and process, and strategy-making process capability. A four pronged methodology is used to test the model and resolve research issues on the practice of due diligence: 1) Development of an accountability measure of student performance using the Accountability Report from the New Mexico State Department of Education; 2) Testing of 10 propositions and 7 hypotheses using case studies of seven districts, survey results of 89 district board presidents and superintendents, and the measure of student performance; 3) Determination of existence of due diligence through case studies of seven school boards; 4) Comparison of existing models of due diligence with the literature based model. The sample is all New Mexico Public K-12 school districts. Case studies focused on monitoring of district educational and financial plans and the coherency between the two plans. The surveys were replications of Larwood (1993,1995) et al on vision and Hart/Banbury (1994) on strategy-making process capability. Key findings: 1) Uniform accountability measures are available for all districts in the state but case study districts used these selectively with regard to student performance measures; 2) Board presidents and superintendents were capable of articulating a vision for the district but vision alignment was not evident; 3) The New Mexico board/superintendent contract is a behavioral versus performance contract. Diagrams of the theoretical and New Mexico models are included along with a revised model of due diligence. Recommendations for training school boards include the use of questions provoking examination of board practice leading to improved student achievement.
