Book excerpt: In a world where innovation is considered to be a key driver for a new economy, Higher Education Institutions (HEI) can play a pivotal role. With this understanding, HEI in Latin America, have become significantly more entrepreneurial over the last decades in order to perform their 'third mission' - provide a greater benefit to society. UniTransfer, the project that gives birth to this book, emerges as a response to a better understanding of the nature of knowledge and technology transfer (KTT), presenting interesting alternative approaches to KTT such as; 'Science-to-business marketing', 'Partnering approaches for knowledge transfer' and 'Academic Entrepreneurship'; further it offers tools and proposes actions to implement change from within the structures of HEIs in Central America and Mexico. This publication portrays the projects developed by the participants from UniTransfer - Executive Training Course. Each chapter constitutes an approach and a good practice that can be further consulted by any other academic institution in a similar context striving for change to success. Moreover, the projects developed from each participant illustrate the specific profiles, visions and missions, as well as organisational and governance frameworks that the new leadership in higher education needs to embrace if it ought to fulfil its new entrepreneurial role beyond the traditional boundaries of the HEI. 'The UniTransfer Executive Training Course at Münster University of Applied Sciences, Instituto Tecnológico de Costa Rica and Universidad Autónoma del Estado de Hidalgo, helped me to think in markets and beyond my own institution and role as an academic. In Latin America, very little is known about the impact and long-term sustainability of state policies towards emigrants. Following a world-wide trend, Ecuador, Uruguay, Mexico, Argentina, and Brazil have developed new institutions and discourses to strengthen links; assist, protect and enfranchise migrants, and capture their resources. As an adaptation of governmental techniques to global realities, these policies redefine the contours of polities, nations, and citizenship, giving place to a new form of transnational governance. Building upon field research done in these five states and two receiving countries in the last decade, Ana Margheritis explains the timing, motivations, characteristics, and implications of emigration policies implemented by each country, as well as the emergence of a distinctive regional consensus around a post-neoliberal approach to national development and citizenship construction. Margheritis argues that these outreach efforts resemble courting practices. Courting is a deliberate expression of the ambivalent, still incipient, and open-ended relationship between states and diasporas which is not exempt of conflict, detours, and setbacks. For various reasons, state-diaspora relations are not unfolding into stable and fruitful partnerships yet. Thus, she makes "diaspora engagement" problematic and investigates to what extent courting might become engagement in each case. Studying emigration policies of five Latin American countries and migrant responses in Southern Europe sheds light on the political dynamics and governance mechanisms that transnational migration is generating across regions. It illuminates possible venues to manage multiple engagements of migrants with societies at both ends of their migration journey and unveils the opportunities for states and non-state actors to cooperatively manage of migration flows.

Book excerpt: FAO’s previous contribution to the development of contract farming saw the publication in 2015 of the UNIDROIT/FAO/IFAD Legal Guide on Contract Farming, which focused on the bilateral relationship between an agricultural producer and a contractor. This Legislative Study develops that research and focuses on the regulatory frameworks for contract farming, aiming to highlight different possible approaches for different contexts. Responsible contract farming can be a powerful tool for small scale farmers in developing countries to move towards larger scalecommercial production. It can create economic wealth, contribute to supply chain efficiency through the production of higher quantities of better quality products, and contribute to achieving domestic food security objectives. Maximizing these benefits while minimizing the inherent risks of contract farming is reliant upon the forging of an enabling environment, a key part of which is the domestic regulatory framework. This Legislative Study provides guidance to domestic regulators and other interested readers on how to appraise and potentially reform domestic regulatory frameworks to achieve responsible contract farming. Recognising that different countries and contextual realties may benefit from different regulatory solutions, this Study provides several examples, supported by representative case studies, on how contract farming can be regulated, without promoting a single solution as the most appropriate. Book excerpt: The US foreign policy decisions behind six coup attempts against the Venezuelan government – and Venezuela's heightening precarity In March 2015, President Obama initiated sanctions against Venezuela, declaring a “national emergency with respect to the unusual and extraordinary threat to the national security and foreign policy of the United States posed by the situation in Venezuela.” Each year, the US administration has repeated this claim. But, as Joe Emersberger and Justin Podur argue in their timely book, Extraordinary Threat, the opposite is true: It is the US policy of regime change in Venezuela that constitutes an “extraordinary threat” to Venezuelans. Tens of thousands of Venezuelans continue to die because of these ever-tightening US sanctions, denying people daily food, medicine, and fuel. On top of this, Venezuela has, since 2002, been subjected to repeated coup attempts by US-backed forces. In Extraordinary Threat, Emersberger and Podur tell the story of six coup attempts against Venezuela. This book deflates the myths propagated about the Venezuelan government’s purported lack of electoral legitimacy, scant human rights, and disastrous economic development record. Contrary to accounts lobbed by the corporate media, the real target of sustained U.S. assault on Venezuela is not the country’s claimed authoritarianism or its supposed corruption.
