Book excerpt: Transparency and integrity are key factors in consolidating democratic governance and deepening the modernization of the state. The Inter-American Development Bank (IDB) has been supporting country efforts to achieve open government, providing technical support and knowledge on transparency in the LAC region. With the support of the Norwegian government, the IDB created the Anticorruption Activities Trust Fund (AAF), aimed at strengthening the institutional capacity of the Bank's borrowing countries in their efforts to prevent and control corruption. After four years in operation, the fund has gained recognition, both inside and outside the Bank, as a source of innovation and best practices in terms of access to information and targeted transparency. This publication compiles some of the experiences and lessons learned from five different countries (Argentina, Brazil, Colombia, Ecuador, and Guatemala), with direct support from the AAF.

Book excerpt: The dominance of trusted intermediaries could be weakened by blockchain, a distributed ledger technology, one of the functions of which is to constitute timestamped proofs by replacing inter-individual trust with algorithmic trust. Blockchain self-executing smart contracts allow us to rethink the practice in the domain of e-commerce, interbank communication, fundraising (and ICOs), justice (timestamping evidence, acts authenticated by blockchain) and businesses in numerous sectors (entertainment, AI, health, real estate, tourism, transport, etc.) which attempt to propose new services by benefiting from blockchains. This book aims to put into perspective the technical innovations and the uses brought about by blockchain, by identifying that which has a medium- or long-term impact, all while taking into account the social, economic, judicial and administrative resistances that are likely to develop.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about media transparency and good-faith attempts of honesty by both the sources and the gate-keepers of news and other information that the mass media present as being unbiased. Specifically, this book provides a theoretical framework for understanding media transparency and its antithesis--media opacity--by analyzing extensive empirical data that the authors have collected from more than 60 countries throughout the world. The practice of purposeful media opacity, which exists to greater or lesser extents worldwide, is a powerful hidden influencer of the ostensibly impartial media gate-keepers whose publicly perceived role is to present news and other information based on these gate-keepers’ perception of this information’s truthfulness. Empirical data that the authors have collected globally illustrate the extent of media opacity practices worldwide and note its pervasiveness in specific regions and countries. The authors examine, from multiple perspectives, the complex question of whether media opacity should be categorically condemned as being universally inappropriate and unethical or whether it should be accepted—or at least tolerated—in some situations and environments.

Available in PDF, EPUB and Kindle. Book excerpt: This book takes an interdisciplinary approach to the critique of contemporary ideology, offering an innovative genealogy of one of its most fundamental discursive manoeuvres: the ideological effacement of mediation. Providing a comprehensive historical revision of media (from the Greeks to the Internet), this book identifies several critical junctures at which the tension between visibility and invisibility has overlapped with conceptions of neutrality—a tension best incarnated in today's use of the word transparency. Then, it traces this term's evolving semantic constellation through a variety of intellectual discourses, exposing it as a key operator in the revaluation of ideals, sensibilities, and modalities of perception that lie at the core of our contemporary attention-based economy.

Available in PDF, EPUB and Kindle. Book excerpt: This book argues that transparency is a concept that has gained increasing currency and favour as an organizing principle and administrative goal in recent years. Calls for transparency have been directed towards states, markets, corporations and national political processes as well as towards large institutions such as the European Union. Focusing on empirically rich case studies, the contributors explore the ideas and practices of transparency in different contexts, encouraging a discussion of the many facets of the term and its strengths, ambiguities and limitations. They aim to shed light on the powerful global discourse and practices contained in the concept, and to fill a gap in the literature since few attempts have, until now, been made to examine the actual content and practice of transparency. Also discussed are the complex negotiations through which it is determined what should be displayed and what should remain hidden, the uses of power and control, and the processes through which transparency is, or is not, achieved. This analysis of the concepts, models and metaphors that guide and shape organizational, social and aesthetical practices today will provide a much-needed contribution to the literature for academics, researchers and students focusing on these areas.

Today, anyone buying anything relies on reviews and feedback shared by strangers and often trust those anonymously posted experiences more than the claims made by the providers of the products or services themselves. They expect to see the full picture and find out all of the pros and cons before making any purchase. And the larger the purchase, the greater the demand for transparency. What if the key to selling was to do exactly the opposite of what most sales courses tell you to do? It may be hard to imagine, but something as counterintuitive as leading with your flaws can result in faster sales cycles, increased win rates, and makes competing with you almost impossible. Leveraging transparency and vulnerability in your presentations and your negotiations leads to faster buyer consensus, larger deals, faster payments, longer commitments and more predictable sales forecasts. In this groundbreaking book, award winning sales leader Todd Caponi will reveal his hard-earned secrets for engaging potential buyers with unexpected honesty and understanding the buying brain to get the deal you want, while delighting your customer with the experience.

Book excerpt: Verification in an Age of Insecurity takes the reader into some of the most urgent arms control issues facing the world community, including the nuclear activities of rogue states and threats from sophisticated non-state actors. In the book, national security expert Philip D. O'Neill, Jr. identifies and addresses issues from the resuscitated disarmament agenda, from the comprehensive test ban to fissile material and biological weapons. O'Neill examines the need for shifts in verification standards and policy suitable for our volatile era and beyond it. He surveys recent history to show how established verification procedures fail to produce the certainty necessary to meet today's threats. Verification in an Age of Insecurity goes beyond a discussion of rogue states like North Korea to offer suggestions on how best to bring compliance policy up to date with modern threats.

Book excerpt: This volume addresses the major questions surrounding a concept that has become ubiquitous in the media and in civil society as well as in political and economic discourses in recent years, and which is demanded with increasing frequency: transparency. How can society deal with increasing and often diverging demands and expectations of transparency? What role can different political and civil society actors play in processes of producing, or preventing, transparency? Where are the limits of transparency and how are these boundaries negotiated? What is the relationship of transparency to processes of social change, as well as systems of social surveillance and control? Engaging with transparency as an interrelated product of law, politics, economics and culture, this interdisciplinary volume explores the ambiguities and contradictions, as well as the social and political dilemmas, that the age of transparency has unleashed. As such it will appeal to researchers across the social sciences and humanities with interests in politics, history, sociology, civil society, citizenship, public policy, criminology and law.

Book excerpt: Artificial intelligence (AI) is a concept, whose meaning and perception has changed considerably over the last decades. Starting off with individual and purely theoretical research efforts in the 1950s, AI has grown into a fully developed research field of modern times and may arguably emerge as one of the most important technological advancements of mankind. Despite these rapid technological advancements, some key questions revolving around the matter of transparency, interpretability and explainability of an AI’s decision-making remain unanswered. Thus, a young research field coined with the general term Explainable AI (XAI) has emerged from increasingly strict requirements for AI to be used in safety critical or ethically sensitive domains. An important research branch of XAI is to develop methods that help to facilitate a deeper understanding for the learned knowledge of artificial neural systems. In this book, a series of scientific studies are presented that shed light on how to adopt an empirical neuroscience inspired approach to investigate a neural network’s learned representation in the same spirit as neuroscientific studies of the brain.
