Luego de que más de 1.300 personalidades firmaran el manifiesto “Es hora de cambiar”, entre 2009 y 2017 un amplio grupo de expertos, políticos y ciudadanos de todas las tendencias sostuvieron una serie de más de 300 encuentros y de talleres para producir una Visión Compartida de País, que sirviera de plataforma para la reconstrucción de Venezuela una vez se inicie una transición a la democracia que nos conduzca a un futuro de libertad y progreso para todos. Esta Visión Compartida se produjo, en una primera etapa, con el trabajo en equipo de siete organizaciones, que se refinó en una segunda fase con el aporte de once equipos de expertos. Esto alimentó a una consulta nacional, que encomendó la Asamblea Nacional, y ha nutrido desde 2013 la formación de jóvenes dirigentes en el diplomado en Liderazgo Social y Político de la Universidad Metropolitana, en Caracas. Todo este trabajo desembocó en siete consensos y tres estrategias de desarrollo que se explican detalladamente en este libro, luego de que los capítulos iniciales resumen un diagnóstico de la coyuntura venezolana y de sus causas históricas. Las tres estrategias van por la reorientación de prioridades, la reconstrucción institucional y la reconciliación, y los siete consensos u objetivos de desarrollo que esas estrategias persiguen son los siguientes: paz, no violencia y reconciliación con justicia; un pacto para el progreso de todos y la superación de la pobreza; construir una nueva economía de alta productividad; instituciones para la democracia y para la autonomía ciudadana; hábitat de calidad para todos, en armonía con el ambiente; conocimiento y educación relevantes, de calidad y accesibles para todos; y la superación del rentismo. Entre tantos libros que se han publicado en estos años para responder las preguntas de cómo llegamos aquí y cómo podemos salir de esto, Venezuela, vértigo y futuro destaca por su orden, su claridad, su puntería y su carácter consensual. No son pocos los observadores y protagonistas que tienen buenos argumentos para plantear un conjunto de medidas para que el país recupere su camino al desarrollo; pero en esta obra, esa visión no viene de una o dos personas muy calificadas, sino de miles. Así que es un libro que merece no solo leerse, sino compartirse, discutirse y resguardarse para cuando pueda ser útil.

Book excerpt: Based on the policy-making structures of Venezuelan government, this book examines the constitutionally allocated powers of the executive and legislature and shows how the powers of each branch are exercised given the incentives established by the electoral system and changing partisan strengths. Several institutional characteristics have led to a passive legislature and an activist chief executive. The advantages presidents enjoy as a result of their constitutional and partisan powers are demonstrated by a wealth of empirical evidence, including records of votes of censure, initiation of legislation, and the use of decree authority. Because of its dominance, the Venezuelan executive branch is the focus of interest-group pressure, which is institutionalized through consultative commissions and a decentralized public administration. The author analyzes memberships of more than 300 advisory commissions and governing boards, revealing the preponderance of posts filled by umbrella agencies for business and labor. The interaction of this limited version of civil society with policy makers in the executive branch has led to a highly protectionist development strategy and excessive government subsidies. The strategy and the political process that made it possible were both exhausted by the end of the 1980s. Venezuela was in political and economic crisis. The author places Venezuela in a comparative context with other Latin American states on three issues: the likelihood that executives will receive disciplined, majority support in the legislature; the constitutional powers of presidents; and the degree to which business and labor are formally incorporated through single peak associations. Participation and policy-making processes vary significantly across Latin American democracies, with few others reaching the level of centralization that has characterized Venezuela. At the other end of the spectrum, some Latin American institutional designs are characterized by diffusion and fragmentation. In conclusion, the author offers a blueprint to modify some of the counterproductive patterns associated with Venezuela, one of the longest-lived but now troubled democracies in Latin America.
