Book excerpt: In this book, we study optimization models for health care under uncertainty and resource constraints. In particular, we study two problems. The first problem is the multi-shift Vehicle Routing Problem (MSVRP) with overtime to meet around-the-clock demand. We use insertion to create the initial routes and then use tabu search to improve the routes. We show that our algorithm can find high-quality solutions for very large problems. The second problem is a multi-city resource allocation model to distribute the medical supplies in order to minimize the total number of fatalities in an infectious disease outbreak. We consider the problem with uncertainty in the initial number of cases and transmission rate, and build a two-stage stochastic programming model. To solve instances of realistic size we use a heuristic based on Benders decomposition. Finally, we use sample average approximation (SAA) to get confidence intervals on the optimal solution. We illustrate the use of the model and the solution technique in planning an emergency response to a hypothetic national smallpox outbreak. Computations show that the algorithm is efficient and can obtain near-optimal solution.

Book excerpt: "Faced with increasing demand for home health care that is rising faster than the supply of resources needed to deliver it and drastic budget cuts, many home care agencies are struggling to remain operational. There is a need for efficient routing that doesn't compromise on the quality of care achieved when a patient is visited by the same nurse over the entire period of care, also known as care-giver continuity or continuity of care. Because care periods often last more than 60 days, care-giver continuity causes scheduling decisions to have a long-term impact b y potentially restricting the agency from making alternative assignments that could reduce routing costs. Our research aims to understand and quantify the benefit of utilizing time horizons of 60-90 days when making routing decisions under the constraint of continuity of care. We do so by defining the Home Health Care Routing Problem (HHCRP) as a variant of the Vehicle Routing Problem (VRP), known as the Consistent VRP, that includes the continuity of care requirement. Unlike related literature on this problem which considers planning horizons of at most a week, computational experiments in a variety of settings suggest the importance of considering planning horizons of 2-3 months when developing schedules for care-givers. Given that it is almost impossible to have complete information about future patients that far ahead, we also present a method that enables planners to design schedules for care-givers in the face of such uncertainty and demonstrate its effectiveness computationally."--Abstract.

Book excerpt: End-of-life products recycling can reduce the waste of resources, and disassembly line scheduling planning can effectively improve the recycling efficiency and reduce the pollution of the environment. This work addresses a bi-objective disassembly line scheduling problem with considering time interference between tasks. The weighted sum of the cycle time and hazard coefficients is optimized. First, a mathematical model of the disassembly line scheduling problem is established under the constraints of priority and time interference relationships. Second, four meta-heuristics are improved to solve the concerned problems, including particle swarm optimization, artificial bee colony, genetic algorithm and variable neighborhood search. Ten objective-oriented local search operations are designed for improving meta-heuristics’ performance. A reinforcement learning algorithm, Sarsa, is employed to guide task assignment among workstations and local search selection during iterations, respectively. Finally, experiments are carried out for 10 instances with different scales. The effectiveness of the improving strategies is verified; the meta-heuristics combined with Sarsa based task assignment and local search strategies has better robustness and stability than the classical ones. Comparisons and discussions show that the particle swarm optimization with improved strategies outperforms other algorithms.

Private companies are continuously striving to reduce their vehicle routing costs to maintain a better standing in the competitive business world. In contrast, the public sector has not paid enough attention to its vehicle routing efficiency. Vehicle routing inefficiencies have resulted in wasting resources. Due to the recent funding cuts and economic hardship, public agencies need to improve their vehicle routing efficiencies. To aid public agencies in resolving inefficiencies in their operations, we propose some challenging vehicle routing problems in the public sector through mathematical modeling. To achieve this goal, in this dissertation, we study vehicle routing problems in two fields: i) vehicle routing model in public safety, i.e., how state troopers can patrol more efficiently and effectively on the roadways; and ii) vehicle routing model in health care, i.e., how caregivers are assigned to patients with home care needs and how they schedule their visit sequences. In the context of public safety, we present two models: i) a single-period, single-depot team orienteering problem with time windows and ii) a multi-period, multi-depot team orienteering problem with time windows. In the context of home health care, we present a multi-period, multi-depot vehicle routing problem with constraints specific to the health care industry. All of these models are mixed integer, and considered as computationally intractable. We solve them using either heuristics (local search, tabu search, simulated annealing) or decomposition method (column generation). Model one in public safety finds efficient patrolling plan with one single state trooper post. Model two in public safety improves the coverage of the roadway by allowing multiple state trooper posts. And, model three in home health care demonstrates improvements over the current practice with respect to the traveling cost and workload balance, and answers the question whether to invest in purchasing centrifuges.
