In this report, the committee evaluates the differences in the characteristics of motor vehicle emissions in areas with and without I/M programs, identifies criteria and methodologies for their evaluation, and recommends improvements to the programs. I do not know whether my own judgment is perverted by the fact of a special devotion to the business, but it certainly seems to me that both the thought and the saying are mistakes.
