Miles per gallon - the industry fuel efficiency standard measure - has several limitations. These relate to some aspects of fuel efficiency not reflected in the measure but also to the fact the mpg measure cannot be interpreted without knowing external factors such as vehicle weight. This research addresses some of these limitations through the application within three companies of a new Data Envelopment Analysis (DEA) model to van fuel efficiency measurement. In order to use the fuel information obtained from the fuel cards statements, a cleansing and smoothing algorithm was developed to ensure that the data could be safely used in the models. The results indicate that DEA provides a better and more comparable fuel efficiency measure while effectively addressing some key limitations of the mpg measure. Recent success of driver competitions seems to indicate there is a latent need in the industry for accurate driver performance measurement, which suggests that methods such as the one developed in this research could be of greater use in the near future.

The originality of this research comes from the limited amount of published literature on fuel efficiency measurement in road transport operations. Effectively, only a limited number of papers can be found on the measurement of road operations efficiency using DEA and, with the exception of this study, none could be found on van operations or fuel efficiency measurement. Debriefing discussions confirmed that the fleet operators appreciated the measure and also suggested that more research on fuel theft could be useful. Finally, the recent success of driver competitions seems to indicate there is a latent need in the industry for accurate driver performance measurement, which suggests that methods such as the one developed in this study could be of greater use in the near future.

Book excerpt: 1 DATA ENVELOPMENT ANALYSIS Data Envelopment Analysis (DEA) was initially developed as a method for assessing the comparative efficiencies of organisational units such as the branches of a bank, schools, hospital departments or restaurants. The key in each case is that they perform feature which makes the units comparable the same function in terms of the kinds of resource they use and the types of output they produce. For example all bank branches to be compared would typically use staff and capital assets to effect income generating activities such as advancing loans, selling financial products and carrying out banking transactions on behalf of their clients. The efficiencies assessed in this context by DEA are intended to reflect the scope for resource conservation at the unit being assessed without detriment to its outputs, or alternatively, the scope for output augmentation without additional resources. The efficiencies assessed are comparative or relative because they reflect scope for resource conservation or output augmentation at one unit relative to other comparable benchmark units rather than in some absolute sense. We resort to relative rather than absolute efficiencies because in most practical contexts we lack sufficient information to derive the superior measures of absolute efficiency. DEA was initiated by Charnes Cooper and Rhodes in 1978 in their seminal paper Chames et al. (1978). The paper operationalised and extended by means of linear programming production economics concepts of empirical efficiency put forth some twenty years earlier by Farrell (1957).

Book excerpt: The format of this monograph is three essays, which we arrived at after spending a year writing over one hundred pages of what we even tually realized was a tedious reworking of old material. So we started over determined to write something new. At first we thought this approach might not work as a coherent mono graph, which is why we chose the essay format rather than chapters. As it turns out, there is a common thread—namely the directional distance function, which also gave us our title. As you shall see, the directional distance function includes traditional distance functions and efficiency measures as special cases providing a unifying framework for existing productivity and efficiency measures. It is also flexible enough to open up new areas in productivity and efficiency analysis such as environmen tal and aggregation issues. That we did not see this earlier is humbling; a student at a recent conference raised his hand and asked 'Why didn't you start with the directional distance function in the first place? In deed. This manuscript is intended to make up for our earlier oversights. This monograph contains papers coauthored with Wen-Fu Lee and Osman Zaim and one paper written by two former students, Hiroyuki Fukuyama and Bill Weber. We thank them for their contributions. Conventional econometric practice has generally followed this paradigm, and least squares based regression techniques have been used to estimate production, cost, profit and other functions. In such a framework deviations from maximum output, from minimum cost and cost minimizing input demands, and from maximum profit and profit maximizing output supplies and input demands, are attributed exclusively to random statistical noise. However casual empiricism and the business press both make persuasive cases for the argument that, although producers may indeed attempt to optimize, they do not always succeed. This book develops econometric techniques for the estimation of production, cost and profit frontiers, and for the estimation of the technical and economic efficiency with which producers approach these frontiers. Since these frontiers envelop rather than intersect the data, and since the authors continue to maintain the traditional econometric belief in the presence of external forces contributing to random statistical noise, the work is titled Stochastic Frontier Analysis.
