Book excerpt: This book describes the algorithms, validation and preliminary analysis of the Global LAnd Surface Satellite (GLASS) products, a long-term, high-quality dataset that is now freely available worldwide to government organizations and agencies, scientific research institutions, students and members of the general public. The GLASS products include leaf area index, broadband albedo, broadband emissivity, downward shortwave radiation and photosynthetically active radiation. The first three GLASS products cover 1981 to 2012 with 1km and 5km spatial resolutions and 8-day temporal resolution, and the last two GLASS products span 2008 to 2010 with 3-hour temporal resolution and 5km spatial resolution. These GLASS products are unique. The first three are spatially continuous and cover the longest period of time among all current similar satellite products. The other two products are the highest spatial-resolution global radiation products from satellite observations that are currently available. These products can be downloaded from Beijing Normal University at http://glass-product.bnu.edu.cn/ and the University of Maryland Global Land Cover Facility at http://www.glcf.umd.edu/ The GLASS products are the outcome of a key research project entitled “Generation & Applications of Global Products of Essential Land Variables”, supported by funding from the High-Tech Research and Development Program of China and involving dozens of institutions and nearly one hundred scientists and researchers. Following an introduction, the book contains five chapters corresponding to these five GLASS products: background, algorithm, quality control and validation, preliminary analysis and applications. It discusses the long-term environmental changes detected from the GLASS products and other data sources at both global and local scales and also provides detailed analysis of regional hotspots where environmental changes are mainly associated with climate change, drought, land-atmosphere interactions, and human activities. The book is based primarily on a set of published journal papers about these five GLASS products and includes updated information. Since these products have now begun to be widely used, this book is an essential reference document. It is also a very helpful resource to anyone interested in satellite remote sensing and its applications.

These summer schools were originated by, and continue to remain in, the programme of EARSel (European Association of Remote Sensing Laboratories) Working Group 3 on Education and Training in Remote Sensing. The first of these summer schools was held in 1980 on "Remote Sensing in Meteorology, Oceanography and Hydrology". This was followed in 1982 by a more specialised summer school on "Remote Sensing Applications in Marine Science and Technology" which built on the foundation laid in 1980 and then concentrated on the marine applications of remote sensing techniques. The present summer school was another follow-up of the original 1980 summer school but this time concentrating on the atmospheric rather than the marine applications of remote sensing techniques. The 1984 summer school had not specifically involved atmospheric and marine applications but had been involved with the use of remote sensing in the field of civil engineering. This year's summer school was extremely successful. First of all, this was due to our sponsors, for without their very significant material contributions there would have been no summer school. Book excerpt: An overall increase in global-mean atmospheric temperatures is predicted to occur in response to human-induced increases in atmospheric concentrations of heat-trapping "greenhouse gases." The most prominent of these gases, carbon dioxide, has increased in concentration by over 30% during the past 200 years, and is expected to continue to increase well into the future. Other changes in atmospheric composition complicate the picture. In particular, increases in the number of small particles (called aerosols) in the atmosphere regionally offset and mask the greenhouse effect, and stratospheric ozone depletion contributes to cooling of the upper troposphere and stratosphere. Many in the scientific community believe that a distinctive greenhouse-warming signature is evident in surface temperature data for the past few decades. Some, however, are puzzled by the fact that satellite temperature measurements indicate little, if any, warming of the lower to mid-troposphere (the layer extending from the surface up to about 8 km) since such satellite observations first became operational in 1979. The satellite measurements appear to be substantiated by independent trend estimates for this period based on radiosonde data. Some have interpreted this apparent discrepancy between surface and upper air observations as casting doubt on the overall reliability of the surface temperature record, whereas others have concluded that the satellite data (or the algorithms that are being used to convert them into temperatures) must be erroneous. It is also conceivable that temperatures at the earth's surface and aloft have not tracked each other perfectly because they have responded differently to natural and/or human-induced climate forcing during this particular 20-year period. Whether these differing temperature trends can be reconciled has implications for assessing: how much the earth has warmed during the past few decades, whether observed changes are in accord with the predicted response to the buildup of greenhouse gases in the atmosphere based on model simulations, and whether the existing atmospheric observing system is adequate for the purposes of monitoring global-mean temperature. This report reassesses the apparent differences between the temperature changes recorded by satellites and the surface thermometer network on the basis of the latest available information. It also offers an informed opinion as to how the different temperature records should be interpreted, and recommends actions designed to reduce the remaining uncertainties in these measurements.

Book excerpt: This is the second of two Space Studies Board reports that address the complex issue of incorporating the needs of climate research into the National Polar-orbiting Operational Environmental Satellite System (NPOESS). NPOESS, which has been driven by the imperative of reliably providing short-term weather information, is itself a union of heretofore separate civilian and military programs. It is a marriage of convenience to eliminate needless duplication and reduce cost, one that appears to be working. The same considerations of expediency and economy motivate the present attempts to add to NPOESS the goals of climate research. The technical complexities of combining seemingly disparate requirements are accompanied by the programmatic complexities of forging further connections among three different agencies, with different mandates, cultures, and congressional appropriators. Yet the stakes are very high, and each agency gains significantly by finding ways to cooperate, as do the taxpayers. Beyond cost savings, benefits include the possibility that long-term climate observations will reveal new phenomena of interest to weather forecasters, as happened with the El Niño/Southern Oscillation. Conversely, climate researchers can often make good use of operational data. Necessity is the mother of invention, and the needs of all the parties involved in NPOESS should conspire to foster creative solutions to make this effort work. Although it has often been said that research and operational requirements are incommensurate, this report and the phase one report (Science and Design) accentuate the degree to which they are complementary and could be made compatible. The reports provide guidelines for achieving the desired integration to the mutual benefit of all parties. Although a significant level of commitment will be needed to surmount the very real technical and programmatic impediments, the public interest would be well served by a positive outcome.
