Book excerpt: En este estudio se utilizó el Marco Conceptual de Herbert Simon y su teoría de toma de decisiones, además de las mas recientes investigaciones de Koontz y Weihrich. La investigación fue una de tipo descriptivo y comparativo. Esta investigación utilizó como variable independiente los administradores y profesores y como variable dependiente el uso de los estándares de acreditación de la MSA en el proceso de toma de decisiones. El análisis estadístico utilizado fue distribución de frecuencia y por cientos, medidad de tendencia central y prueba t. La población fue de 1,115 sujetos de tres universidades de educación superior en Puerto Rico. La muestra para esta investigación estuvo constituida por 294 sujetos con una tasa de respuestas de 121 participantes. Los datos fueron recopilados mediante la administración de un cuestionario, diseñado por la investigadora y que constaba con cuatro partes relacionadas a los estándares de acreditación. Se encontró que un 39.7 de los participantes ocupaba un puesto administrativo y un 55.4% ocupaba un puesto de profesor. Los aministradores y profesores coinciden en que los estándares que más contribuyen en el proceso de toma de decisiones fueron la misión, metas y objetivos y la planificación, asignación de recursos y renovación institucional y el servicio de objetivos y planificación, asignación de recursos y renovación institucional eran los estándares de mayor utilidad en el proceso de toma de decisiones. La mayoría de ambos grupos demostró que los ciclos de acreditación en que ambos grupos coinciden son el auto-estudio, el informe final y la reunión de hallazgos. De acuerdo al análisis de la prueba t se demostró que existe una diferencia significativa de opinión entre los administradores y profesores en cuanto a la contribución de los estandares de acreditación de la MSA en el proceso de toma de decisiones. Por el contrario se demostró que no existe una diferencia significativa de la opinión entre los administradores y profesores en cuanto aportan los ciclos de acreditación de los procesos de toma de decisiones. Como resultado del estudio se señalaron recomendaciones relacionadas con: capacitación y desarrollo profesional en torno a los estandares de acreditación, establecer alianzas con otras instituciones de educación superior, compartir los resultados de avalúo institucional, toma de decisiones, fortalecer las relaciones profesionales de la administración, la facultad, requerimientos de la MSA y ampliar la muestra.

He shows that colleges and universities, having multiple, relatively independent constituencies, suffer from ineffective central control of their costs. In the short run, colleges and universities have little need to worry about rising tuitions, since the number of qualified students applying for entrance is rising even faster. But in the long run, it is not at all clear that the increases can be sustained.
