Yet, many states face a shortage of STEM-skilled students and workers. A number of states have built powerful and productive STEM education and skills strategies to address these shortages. As highlighted in this Issue Brief, community colleges can play an important role in governor-led statewide STEM initiatives. These institutions provide affordable, accessible postsecondary options. They also are often less bureaucratic, which allows them to respond to rapidly changing economic and workforce needs and meet the demands of the local labor market. Governors can exercise their leverage over community colleges to target policies and funding in ways that bolster STEM education and STEM-related workforce skill development. Specifically, governors can: (1) Engage business to help ensure that community colleges meet regional STEM-skill needs; (2) Use community colleges to support new models of STEM education; (3) Reward community colleges and students for STEM course-completion; (4) Ensure that community colleges support more effective mathematics remediation; and (5) Require that community college STEM credits and credentials are transferable and stackable. In addition to describing the need for STEM skills across states and the role community colleges can play in meeting this need, this Issue Brief highlights pockets of excellence across a number of community college STEM skill development programs. In fact, 40% of all undergraduate students are enrolled in community colleges, these students account for nearly 30% of all STEM undergraduate majors in postsecondary institutions. These students serve as a core element of the STEM pipeline into four-year colleges and universities via the community college transfer function. Moreover, community colleges are the primary postsecondary access point for non-traditional students, including students of color, first-generation, low-income, and adult students. Book excerpt: Calls to increase the number of undergraduate STEM credential recipients have largely failed to differentiate between sub-baccalaureate and four-year credentials at the undergraduate level, which is problematic for workforce development. In this paper, the authors develop a classification system for sub-baccalaureate STEM credentials that is incorporated into an analysis of administrative data from the Virginia Community College System. The authors first describe sub-baccalaureate STEM students and then examine the relationships between STEM matriculation and short-term outcomes for six cohorts. The authors use Mincerian regressions to estimate the earnings associated with completing a STEM credential four years after initial enrollment. In addition to confirming that students with career-oriented credentials drive short-term STEM earnings benefits, and that full-time students are more likely to complete credentials than their part-time peers, this study also finds relative homogeneity between STEM and non-STEM community college students, suggesting that ability may not be the primary factor inhibiting middle-skill STEM workforce preparation. The authors conclude by discussing the findings and suggesting how these data could be useful in better aligning Virginia's economic development plans and postsecondary educational offerings. There are nearly 700 minority-serving institutions (MSIs) that provide pathways to STEM educational success and workforce readiness for millions of students of colorâ€"and do so in a mission-driven and intentional manner. But in general, their service to the nation provides a gateway to higher education and the workforce, particularly for underrepresented students of color and those from low-income and first-generation to college backgrounds. Analyses of results from national standardized tests, such as the National Assessment of Educational Progress (NAEP) and the SAT and ACT college entrance examinations, as well as other measures of educational achievement, provide an overall picture of trends in gender equity from elementary school to college and beyond. Differences among girls and among boys by race/ ethnicity and family income level are evaluated. Together these analyses support three overarching facts about gender equity in schools today: (1) Girls' successes don't come at boys' expense; (2) girls' and boys' educational performance has improved; and (3) understanding disparities by race/ethnicity and family income level is critical to understanding girls' and boys' achievement. The report finds that many girls as well as boys are not acquiring the educational skills needed to succeed in the 21st-century economy. The report dispels the myth of a boys' crisis and calls for a refocused public debate on the deep divisions among schoolchildren by race/ethnicity and family income level. Book excerpt: The United States is currently facing a shortage of qualified Science Technology Engineering & Mathematics workers. As a result, many STEM jobs are being filled by technically-skilled foreign workers. American institutions of higher education, including community colleges, must identify potential factors that contribute to the lack of interest in STEM majors, as well as the low rate of success of students who enter STEM majors but struggle to finish their degrees. Community colleges perform a larger share of STEM training than is generally understood. As highlighted in the National Science Foundation's National Survey of Recent College Graduates, a surprisingly large proportion (44% overall) of those earning a degree in science and engineering (bachelor's and master's) reported that they had attended a community college. The purpose of this study was to ascertain the perceptions of African American community college students who are currently pursuing degrees in STEM majors and to examine the factors that influence their success. Qualitative research method of in-depth phenomenological interviewing was used for this study. This tool provided a strong method of scientific inquiry for understanding the context of the lives of successful African American students in STEM majors. Findings in this study have African American students identifying the meanings of the experiences of participating in a STEM workforce development program at Minneapolis Community and Technical College. They found the experience of Prioritizing to be the most crucial for them as they prepared for their STEM careers. Students consider Professionalism, Building a Network, Internships & Planning. Students also found advisors to be essential to their overall academic success. Furthermore, faculty members can make a difference in how students perceive their academic journey and how well they perform academically. These findings are also supported by Astin's theory of student involvement, Ladson-Billings Cultural Relevant Pedagogy and Validation. Many community colleges are in urban areas and serve a very diverse population of students. This study can inform our faculty on best practices to prepare lecture materials, through providing cultural relevant pedagogy that addresses issues African American students are currently facing, which make their academic journey significant. When the academic coursework is applicable to real world situations students reported an easier transition to STEM workforce industries.

Book excerpt: Several federal grants prioritized the role of community colleges in education and training in recent years, and one of the most substantial investments was the Trade Adjustment Act Community College and Career Training (TAACCCT) program of the United States Department of Labor (DOL). Beginning October 2011, these $2 billion capacity-building grants funded community colleges and their workforce and employer partners to prepare individuals for family living-wage employment that would in turn, provide skilled workers for industry sectors needed to recover and grow the economy. This brief is one in a series of four briefs that tell the story of how scaling and sustainability have happened under TAACCCT. The National STEM Consortium (NSC) is one of 23 Round One consortia and NSC is highlighted because the colleges within the Consortium have demonstrated success in scaling and sustaining change. In this brief, the story is told of what mattered most in the Consortium's efforts to sustain and scale transformative change. The content for the story is pulled from multiple sources including NSC published materials, the NSC Strategy Brief published by the Transformative Change Initiative (TCI), the evaluation reports published by Hezel Associates, the third-party evaluator (TPE) of the Consortium, and phone calls and in-person conversations with individuals from multiple community colleges that were part of the National STEM Consortium. Based on the team's research on change in the community college, seven guiding principles for scaling transformative change were identified. The National STEM Consortium addressed three key elements: (1) cross-Consortium collaboration to identify common goals and regional needs; (2) industry relevant curricula; and (3) expanded support for students, as important to the design and implementation of one-year certificate programs in five technical areas.
