In general, the substantial US military contribution to these alliances has meant that strategy, tactics, organization, and equipment tended to be dominated by US preferences. Within the last decade, however, increased US security commitments have forced a shift toward greater sharing of both defense responsibility and military capability between the United States and its allies. In some cases, this shift has generated or magnified differences between the United States and its friends. The author details the deficiencies of US-ROK combined operations doctrine. Combined operations are not given sufficient emphasis, he points out, in the war colleges of either nation, forcing officers and troops of both countries to acquire the vital principles of combined operations in an ad hoc fashion. General Rhee offers a framework for correcting doctrinal deficiencies and strengthening deterrence on the Korean peninsula. Book excerpt: As the executive agent for the United Nations, the United States in the Korean War was responsible for commanding and coordinating the efforts of 21 nations committed to repelling the North Korean and Chinese armies. Of these nations' forces, eight national battalions and one brigade were attached directly to US combat regiments and divisions, and forces of five nations formed a British-led Commonwealth Division. In addition, Korean recruits in large numbers were attached as augmentees to US and allied companies and battalions, with mixed results. As the war was being fought, US Army advisors worked to organize and rebuild the Republic of Korea (ROK) Army. Valuable detailed information is available principally in accounts, including the results of a survey of senior commanders concerning allied attachments, by an officer in the Far East Command Historical Section. Whether in future conflicts the US Army will have allied forces similarly directly attached is debatable. It is almost a certainty, however, that any future fight will see us deeply involved with allies. This paper examines the lessons of the US in the Korean War in order to see if our doctrine has accommodated the key lessons learned.

Book excerpt: The purpose of this thesis is to analyze the evolution of the Korean-American military command relationship from the historical perspective with the object of setting forth a proposal for a new structure based on a consultative relationship, rather than command. The study focuses on the following questions: 1) What factors led to the original structure of the ROK/US/UN command relationship at the time of the Korean War, 2) What changes have altered the requirements of the command structure, and 3) What changes should be made in the ROK/US/UN command structure to make it militarily more efficient and politically more acceptable to the ROK? Analysis reveals that the current politically complex ROK-US military command arrangement is not designed to wage war. The inconsistency between the peacekeeping mission of the UNC and the warfighting task of the CFC seems to pose added problems for the effective combined operations of allies. No single US units is assigned to the operational control (OPCON) of CFC in peacetime, while most combat units of ROK forces are assigned to CFC. The ROK JCS exercises only OPCON ROK units for counter-infiltration operations. The ROK Chief of Staff of each service exercise command less OPCON. A single US senior officer has an overwhelming power. The fact that the US, as a foreign power, speaks for the entire southern side on the Military Armistice Commission while North Korea represents the North constitutes a further embarrassment and political humiliation for the ROK. The ROK Armed Forces has outgrown the ROK-US military relationship created by the Mutual Defense Treaty of 1953. Therefore, a more desirable proposal for the ROK-US military command arrangement is as follows: 1) Eliminate the inequity in the ROK-US military command relationship by reevaluating and redefining the ROK-US Mutual Defense Treaty. It was certainly this, and for those who fought this is what they generally saw. Yet every foot of the struggles forward, every step of the retreats, the overwhelming victories, the withdrawals and last ditch stands had their seagoing support and overtones. The spectacular ones depended wholly on amphibious power -- the capability of the twentieth century scientific Navy to overwhelm land-bound forces at the point of contact. Yet the all pervading influence of the sea was present even when no major landing or retirement or reinforcement highlighted its effect. When navies clash in gigantic battle or hurl troops ashore under irresistible concentration of ship-borne guns and planes, nations understand that sea power is working. It is not so easy to understand that this tremendous force may effect its will silently, steadily, irresistibly even though no battles occur. No clearer example exists of this truth in wars dark record than in Korea. Communist-controlled North Korea had slight power at sea except for Soviet mines. So beyond this strong underwater phase the United States Navy and allies had little opposition on the water. It is, therefore, easy to fail to recognize the decisive role navies played in this war fought without large naval battles.
