Available in PDF, EPUB and Kindle. Book excerpt: This book aims at gauging whether the nature of US foreign policy decision-making has changed after the Cold War as radically as a large body of literature seems to suggest, and develops a new framework to interpret presidential decision-making in foreign policy. It locates the study of risk in US foreign policy in a wider intellectual landscape that draws on contemporary debates in historiography, international relations and Presidential studies. Based on developments in the health and environment literature, the book identifies the President as the ultimate risk-manager, demonstrating how a President is called to perform a delicate balancing act between risks on the domestic/political side and risks on the strategic/international side. Every decision represents a ‘risk vs. risk trade-off,’ in which the management of one ‘target risk’ leads to the development ‘countervailing risks.’ The book applies this framework to the study three major crises in US foreign policy: the Cuban Missile Crisis, the seizure of the US Embassy in Tehran in 1979, and the massacre at Srebrenica in 1995. Each case-study results from substantial archival research and over twenty interviews with policymakers and academics, including former President Jimmy Carter and former Senator Bob Dole. This book is ideal for postgraduate researchers and academics in US foreign policy, foreign policy decision-making and the US Presidency as well as Departments and Institutes dealing with the study of risk in the social sciences. The case studies will also be of great use to undergraduate students.

Book excerpt: When Americans and Latin Americans talk about democracy, are they imagining the same thing? For years, researchers have suspected that fundamental differences exist between how North Americans view and appraise the concept of democracy and how Latin Americans view the same term. These differences directly affect the evolution of democratization and political liberalization in the countries of the region, and understanding them has tremendous consequences for U.S.-Latin American relations. But until now there has been no hard data to make "the definition of democracy" visible, and thus able to be interpreted. This book, the culmination of a monumental survey project, is the first attempt to do so.Camp headed a research team that in 1998 surveyed 1,200 citizens in three countries—three distinct cases of democratic transition. Costa Rica is alleged to be the most democratic in Latin America; Mexico is a country in transition toward democracy; Chile is returning to democracy after decades of severe repression. The survey was carefully designed to show how the average citizen in each of these nations understands democracy. In Citizen Views of Democracy in Latin America, ten leading scholars of the region analyze and interpret the results. Written with scholar and undergraduate in mind, the essays explore the countries individually, showing how the meaning of democracy varies among them. A key theme emerges: there is no uniform "Latin American" understanding of democracy, though the nations share important patterns. Other essays trace issues across boundaries, such as the role of ethnicity on perceptions of democracy. Several of the contributors also compare democratic norms in Latin America with those outside the region, including the United States. Concluding essays analyze the institutional and policy consequences of the data, including how attitudes toward private versus public ownership are linked to democratization.

Available in PDF, EPUB and Kindle. Book excerpt: When does the U.S. support partition of a warring or failing state? Why has the U.S. supported partition for some secessionists, or irredentists, but not for others? Is it a policy of last resort or are there certain variables that are strong determinants of this position right from the start? This book seeks to answer these questions by examining U.S. policy toward secessionist movements in three countries during the first decade following the end of the Cold War: Iraq, Ethiopia and Bosnia-Herzegovina. This book uses detailed comparative examintion of U.S. policies in these three cases to assess the relative impact of a number of factors in U.S. decisionmaking.

Available in PDF, EPUB and Kindle. Book excerpt: This work explores the geopolitical struggles that are currently underway in the newly independent states of the Caucasus region, showing how many players in the region are coalescing into two opposing blocs. The growing political, military and economic ties amongst the countries of these two blocs stem from a number of developments in the region, most notably the fall of the Soviet Union, and consequently the end of the Cold War and its bi-polar global alliance structure. These blocs are competing for influence in the region, and the rights to exploit and transport the rich energy resources that have been found in the Caspian Sea. The text shows how many actors have been willing to co-operate in other non-energy related issues, in the hope of receiving a financial reward when countries do decide on these matters.
