Book excerpt: U.S. policymakers are increasingly concerned about the national security implications of U.S. investments in China, and some are considering a new regime for reviewing outbound investment security. The authors identify the main U.S. investors active in the Chinese artificial intelligence market and the set of AI companies in China that have benefitted from U.S. capital. They also recommend next steps for U.S. policymakers to better address the concerns over capital flowing into the Chinese AI ecosystem.

Book excerpt: Between 2011 and 2013, the value of China's mergers and acquisitions (M&A) in the United States exceeded the value of U.S. M&A deals in China.1 While it is too early to call this a permanent turning point, Chinese companies are poised to deepen their presence in the United States. Despite a recent economic slowdown, China remains a dominant goods exporter and is growing at a faster clip than the rest of the world. China's central bank holds some $4 trillion in foreign exchange reserves, and Chinese companies and wealthy individuals are eager to diversify their assets overseas. Although there is a steady stream of analysis on Chinese outbound investment, less well documented is how this investment is distributed among different industries and localities across the United States. Highly publicized deals, such as Shuanghui Group's $4.72 billion acquisition of Smithfield Group in 2013 and Lenovo's $2.95 billion acquisition of Motorola Mobility in 2014, can obscure the bigger picture. Smaller transactions are less consequential for the national economy, yet may exert a tangible impact on states and local communities. Investment patterns are determined to a large degree by China's economic policies and corporate strategies. Viewing Chinese investment from this broader perspective helps shed light on other important issues, such as Chinese purchases of U.S. homes, the granting of EB-5 visas, and bilateral research exchanges.

Book excerpt: US policy expressly welcomes Chinese investment, and since 2000 Chinese companies have invested nearly $50 billion in the United States. Notwithstanding those facts, the US regulatory environment for Chinese investment - at least with respect to the national security reviews of certain proposed transactions - has been criticized as politicized and protectionist. This article analyzes the experience of Chinese investors in the United States, particularly with respect to national security reviews led by the Committee on Foreign Investment in the United States (CFIUS). This article addresses a small, but significant, group of controversial US transactions involving Chinese acquirers, including CNOOC, Tangshan, Northwest, Huawei, and Ralls, which have had a damaging impact on Chinese perceptions of the US investment environment, and identifies key trends with respect to the US regulatory environment for foreign investment generally. The need for some $8 trillion in investment over the next 15 years to modernise US infrastructure should provide many opportunities for the US Government to further demonstrate that foreign investment - and in particular, Chinese investment - is indeed welcome in the United States.

Some welcome it for the immediate benefits such as job creation; others view Chinese investments, especially those controlled by the Chinese government, as a critical threat. The debates have so far missed an important question: how do Chinese companies investing in the US react to the host country's law? Ji Li formulates a novel analytical framework to examine the adaptation of Chinese companies to general US institutions and their compliance with US laws governing tax, employment equality, and national security review of foreign investments. The level of compliance varies, and this variation is examined in relation to company ownership, including state ownership. Li's analysis is based on interviews and a unique and comprehensive dataset about Chinese companies in the United States that has never been systematically explored.

Available in PDF, EPUB and Kindle. Book excerpt: Chinese outbound investments have expanded rapidly in recent years and drawn wide attention in the U.S. real estate market. Unlike previous waves of Chinese investment in the past two decades, this batch of capital inflow shows various types of institutional players investing in almost all property types across the U.S. through diversified and innovative deal structures, making headlines and striking record-price deals every few weeks. Chinese investors are also driven by different incentives besides seeking for yield and return, which is partially why the U.S. real estate space is seeing interesting dynamics in the deals and markets where these investors are active in. I would like to take a deep-dive study into these outbound investment initiatives and systematically explore the key opportunities, trends and issues. For this essay, I would like to focus on the institutional side of Chinese investments, namely investments made by capital management platforms or corporates, rather than personal and family office investments into ultra-luxury houses or retail investments through EB-5 programs. As there are limited public data points recorded for executed acquisitions available to assist deep-level exploration, partially due to the relatively small transaction volume in fixed asset space, we decided to implement interview and case study approach in order to obtain front-line view of the potential trends and opportunities. This essay starts with a general overview of China's macro fundamentals and Chinese outbound investments across all destination countries and industry sectors, then analyzes the various aspects of Chinese capital in the U.S. real estate market, including size, structures, geographic breakdown, property type breakdown and key investor types supported by case studies of each investor type. The detailed transaction analysis and investment incentive analysis are also arranged in the section of investor types, since different investors are showing different characteristics. Then I addressed the key issues and trends in this space, including tax issues, granularity, real estate technology investments, macro political trends, the controversial aggressiveness and opportunities for managed accounts business and new players in the field, in order to provide forward-looking perspectives.

Book excerpt: China’s government has pushed the country’s technology and financial firms to expand abroad, and Southeast Asia’s growing economies — and AI companies — offer promising opportunities. This report examines the scope and nature of Chinese investment in the region. It finds that China currently plays a limited role in Southeast Asia’s emerging AI markets outside of Singapore and that Chinese investment activity still trails behind that of the United States. Nevertheless, Chinese tech companies, with support from the Chinese government, have established a broad range of other AI-related linkages with public and commercial actors across Southeast Asia.

Book excerpt: Relations between China and Israel have expanded rapidly since the early 2000s in numerous areas, including diplomacy, trade, investment, construction, educational partnerships, scientific cooperation, and tourism. Israel seeks to expand its diplomatic, economic, and strategic ties with the world's fastest-growing major economy and diversify its export markets and investments. China seeks Israel's advanced technology and values Israel's location as part of the Belt and Road Initiative. Chinese investments in Israel have grown substantially and include investments in high-tech companies that produce sensitive technologies as well as the construction and operation of key infrastructure projects. Chinese investment in sensitive technologies and construction of major Israeli infrastructure projects present distinct concerns for Israel and the United States. The authors examine the extent and nature of Chinese investments in Israeli technology and infrastructure and discuss the security implications these pose for Israel and the United States. The primary concern regarding investment relates to Chinese ownership of companies that might possess sensitive technology or data; concerns over construction are focused on the use of infrastructure projects to further Chinese foreign policy goals. The operation of infrastructure projects affords China unique surveillance opportunities and possibly economic and political levers of influence. The report concludes with a set of open-ended questions that merit further investigation to better understand the magnitude of risks associated with Chinese investment in the Israeli market.

Book excerpt: With the strong drive of seeking stable returns and hedging against a slowing economy, Chinese investors have extended their investment aggressively around the world to diversify their holdings. In 2016, according to JLL's Global Capital Flow, Chinese investment hit the new height in the overseas property markets, rushing US$33 billion into real estate investments. It led to an increase of nearly 53% y-o-y (Morgan, 2017). Among those, almost half of the transactions happened in the U.S (Wildau, 2017). In the past years, high profile deals were always unsurprisingly related to Chinese investors' name in the U.S. 2017, however, has been whirlwind for Chinese investors in the U.S. Along with the election of Donald Trump as the President of the United States, the Chinese government imposed capital control on foreign investment. Although the mainstream is saying that the new administration of the U.S. is not considered a significant threat to the investment and the temporary policy of capital control would not outweigh the long-term strategy of investment overseas, the uncertainties and prolonged procedure of the outflow capital does delay the pace of outbound investment. This thesis is aiming to dive into the fundamentals of Chinese outbound investment in the U.S. real estate market. It will focus on the primary investment strategies the Chinese investors are using, including the selection of property type, the size of the deal, geographic targeting, and local partnership. This thesis will also conduct interviews and case studies with institutional investors who have a long-term strategy of investing in the U.S. market. The case studies will not only address the above questions but also seek different perspectives on their strategies for dealing with the current business climate. After the analysis, this thesis intends to figure out potential constraints and opportunities for Chinese investors and their partners in the U.S. real estate market.

Book excerpt: China's economic activities are having a clear and direct impact on the lives of average Americans. This impact is evident in the rise of Chinese investment in advanced sectors of the U.S. economy, including semiconductors and biotech, even as the Chinese government continues to restrict the ability of U.S. companies to invest in the same sectors, raising serious concerns for U.S. economic interests and national security. As the Trump administration prepares to formulate policy towards China, it is important to separate fact from fiction in the discussion of the key drivers and impacts of China's economic activities in the United States. According to data from the Rhodium Group, Chinese investment flows to the United States have grown steadily in recent years, reaching nearly $46 billion in 2016, a threefold increase from 2015. The speed of this investment flow growth coupled with a lack of reliable government data, both in China and the United States, has hindered efforts to accurately analyze trends in Chinese investment while also masking some of the risks and benefits these investments present to the United States. Even with limited official information, however, it is clear that Chinese investment is targeting sectors of strategic importance to the United States economy.

Available in PDF, EPUB and Kindle. Book excerpt: It is unclear if U.S. policy makers and military leaders fully realize that we have already been thrust into an artificial intelligence (AI) race with authoritarian powers. Today, the United States’ peer adversaries—China and Russia—have made clear their intentions to make major investments in AI and insert this technology into their military systems, sensors and weapons. Their goal is to gain an asymmetric advantage over the U.S. military. The implications for our national security are many and complex. Algorithms of Armageddon examines this most pressing security issue in a clear, insightful delivery by two experts. Authors George Galdorisi and Sam J. Tangredi are national security professionals who deal with AI on a day-to-day basis in their work in both the technical and policy arenas. Opening chapters explain the fundamentals of what constitutes big data, machine learning, and artificial intelligence. They investigate the convergence of AI with other technologies and how these systems will interact with humans. Critical to the issue is the manner by which AI is being developed and utilized by Russia and China. The central chapters of the work address the weaponizing of AI through interaction with other technologies, man-machine teaming, and autonomous weapons systems. The authors cover in depth debates surrounding the AI “genie out of the bottle” controversy, AI arms races, and the resulting impact on policy and the laws of war. Given that global powers are leading large-scale development of AI, it is likely that use of this technology will be global in extent. Will AI-enabled military weapons systems lead to full-scale global war? Can such a conflict be avoided? The later chapters of the work explore these questions, point to the possibility of humans failing to control military AI applications, and conclude that the dangers for the United States are real. Neither a protest against AI, nor a speculative work on how AI could replace humans, Algorithms of Armageddon provides a time-critical understanding of why AI is being implemented through state weaponization, the realities for the global power balance, and more importantly, U.S. national security. Galdorisi and Tangredi propose a national dialogue that focuses on the need for U.S. military to have access to the latest AI-enabled technology in order to provide security and prosperity to the American people.

Pillars for Freedom charts a brave path forward to imbue America with strength, economic security, and virtue. The American Experiment is unique in history in its conception of liberty, which is freedom from oppressive government and its yoke. We are a nation that rests on the rule of law and not the imperfections present in all humankind. Today, the bureaucratic state, which controls our government, relies on diversion, untrue narratives, and misdirection to cover incompetence and gross misdeeds. This cannot be our country' s standard. The maintenance of liberty rests upon our faith, our Founding, our families, and our commitments to uncorrupted education and science. Pillars for Freedom describes in consummate detail the powers that America must reconstitute and wield in order that we reclaim our destiny. Our Judeo-Christian heritage must form the center of America' s rebirth. Through marshalling our priceless heritage, we can rebuild our military, secure economic strength, and reassert energy dominance, as we rebuild our civil society. The actions of our government must, at all times, hold the needs of the American people as our North Star. An obligation of governance is to consider the world as it is and to weave together tools that reflect the entire extent of our nation' s power. America must convey resolve through precision in international affairs to meet our strategic objectives. We must renew the American dream. To do so, we must honor the past in order that our country may light the way for the entire world. This momentous book marks a turning point. It is a lantern that will lead us to the break of dawn for our nation.

China’s new growth rate is both slower and imposing difficult structural change. These new economic conditions are challenging yet offer opportunities for China and its economic partners. Reforms must be deepened but also make growth more inclusive and environmentally sustainable, over this decade and beyond. This year’s Update offers both global context and domestic insight into this challenging new phase of China’s domestic economic transformation. How are policymakers elevating migrant workers concurrent with increasing consumption? Is China’s government spending enough on education and R&D to ensure it can achieve its aspirations to ascend the global manufacturing value chain and avoid the middle-income trap? Are energy market reforms reducing or increasing the price of gas and electricity in China? What are the consequences of China’s financial reforms and expanding Renminbi trading for foreign banks? What does China’s new growth model mean for the international resources economy and for Africa? Do SOEs face market conditions and are they dominating China’s fast-rising outbound investment? What is China’s strategy for navigating fragmented international trade policy negotiations?

China Goes Global is the most thorough and up-to-date empirical analysis of the accelerating effort of Chinese companies to go global by investing overseas. It details the overall trends of this activity with respect to its sectors, channels, overseas targets, and particular firms, along the role of Chinese Government policy in facilitating business enterprise globalization. The book offers readers an enterprise level of view outward expansion by Chinese firms that is focused not only on the big-names, but also less well-known, but equally important trailblazing enterprises. In doing so it offers practical suggestions on how firms can tackle the challenges encountered when expanding outward.
