The most demanding maintenance performed on these ships is depot-level maintenance, which is performed at shipyards that specialize in the complex repair and upgrade of ship systems, equipment, and infrastructure. Depot-level maintenance work of Navy ships is split between public and private shipyards. The Navy spends about $4 billion annually on depot maintenance for its ships. This includes about $3 billion for work performed at four public shipyards: Norfolk and Portsmouth on the Atlantic, and Puget Sound and Pearl Harbor on the Pacific. These public shipyards employ over 25,000 civilians and will accomplish about 4 million man-days of work in 2008. They are the focus of this book. Several laws and public policies constrain how the Navy can accomplish depot-level maintenance. Some of these laws and policies dictate that at least half of all Navy maintenance work be performed at a public depot (this is known as the 50/50 rule), that the shipyards maintain some core maintenance capabilities for all of the existing ship weapon systems, and that depot maintenance be performed in a ship's homeport when possible.

Book excerpt: In response to a congressional request, GAO provided information on the Navy's civilian work-force reductions at naval shipyards, specifically: (1) changes in the naval shipyard work-force level; (2) reasons for work-force changes; and (3) the basis for the reductions-in-force (RIF) cost and savings estimates. GAO found that: (1) the Navy reduced its naval shipyard civilian work-force level due to a declining work load and the potential savings from revisions in ship maintenance strategy and philosophy; (2) the Navy needs to improve its methods for calculating a shipyard's RIF cost and savings; (3) the Navy expects the east and west coast shipyards to absorb all of the laid-off personnel; (4) the Navy used RIF procedures when attrition would not accomplish the required results or when it did not expect work loads to increase significantly in the near future; and (5) the declining work load is due to revised ship maintenance procedures that require more frequent, but shorter, shipyard periods for some ships, no further overhauls for some of the older combat ships, and competition between naval and private shipyards for ship maintenance. GAO also found that: (1) private shipyards perform most of the shorter-duration maintenance, and naval shipyard maintenance has declined; (2) the Navy failed to develop procedures to ensure that RIF cost and savings estimates would be made on a uniform basis until 1986; (3) prior to 1986, naval shipyards determined cost and savings factors based on their own judgment; (4) the 1986 procedures do not cover RIF costs for unemployment compensation and job search assistance contracts; and (5) the Navy based its 1986 RIF cost estimates on an erroneous estimate of the percentage of personnel who would lose employment due to RIF.

Book excerpt: While workforce issues in general - human capital strategic planning efforts in particular-are important throughout the DoD, the AT & L workforce has received special attention. The strategic human capital plan for the AW, which is currently in its third revision (see DoD, Acquisition, Technology, and Logistics, 2007), emphasizes several critical workforce issues: the eventual loss of retirement-eligible personnel and their knowledge, understanding the differences in the workforce generations (aging baby-boomers compared with Generations X and Y, for example), and coping with the increasing demand for workers educated in science and engineering. In 2006, the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, Director of Human Capital Initiatives (OUSD(AT & L)/HCI)), asked RAND to analyze DoD AW data. RAND's findings for OUSD(AT & L/HCI) are presented in Gates er al. (2008). While that inquity was under way, the United States Navy asked RAND to under-take a complementary analyis focusing on the DoN's civilian AW. The DoN asked RAND to provide a descriptive overview of the DoN civilian AW and conduct preliminary analyses of data related to specific workforce management issues of retention, professional development, and leadership. This report summarizes what we learned about DoN's civilian AW and these workforce management issues.

Inventories at the eight naval shipyards increased 63f percent (adjusted for inflation) between 1979 and 1983, and 24 percent between 1984 and 1987. Liytle action has been taken to reverse this trend although the problem has been the subject of numerous studies since 1978. This thesis examines existing inventory management policies at naval shipyards. An evaluation of the efficiency of existing policies for obtaining and excessing materials was emphasized, and recommendations for improvement were provided. Results indicate that changes can be implemented that would decrease the quantity of material ordered and excessed without creating overhaul and repair delays. Such action would reduce the overall investment in shipyard inventories. (KR).
