Book excerpt: Post-Cold War political pressures are likely to increase the demand for the U.S. military in general and the U.S. Army in particular to conduct operations other than war (OOTW). This report analyzes how changing demographics worldwide will affect the operational requirements of future OOTW missions. Two key factors that have influenced U.S. success or failure in the past are 1) political-military communication, and 2) mission creep and mission swing. Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces). The report concludes with specific recommendations regarding Army doctrine, training, equipment, and force structure.

He observes that the decision to commit US military force to OOTW is critically important today. First, future trends of a changing world point toward developing a strategy that demands nontraditional forms and uses of military force. Second, we have already moved in this direction by rejecting the Weinberger Doctrine, which provided traditional criteria for commitment of military force. Most importantly, we have adopted a National Security Strategy of Engagement and Enlargement, which relies heavily upon and even aggressively seeks the more active involvement of the US military in OOTW. Colonel Estilow's close examination of these issues high - lights the purpose and importance of establishing explicit criteria for employment of US military force (combat force in hostile environments). Such a commitment of combat force abroad may present critical differences from the use of (noncombat) military forces in benign environments; for example, military engineers providing disaster relief. Next, he develops specific, qualitative criteria for the strategic decision to commit combat force. These criteria could guide the decision-making process to test the acceptability, feasibility, and suitability of using US military force for the specific mission under consideration. In broad terms, the test seeks to answer the following questions: Will political leaders and ultimately the American people support the mission? Are mobilized and usable resources sufficient for implementing the mission? Will the mission (if properly executed) attain, promote, or protect the political aim?

Book excerpt: Today's global security environment of uncertainty and chaos due to ethnic strife and declining global resources will require greater emphasis for U.S. military forces at the other than war end of the conflict scale when dealing with the full range of military operations. With the current U.S. dominance in conventional military power, any potential future adversary will likely look for an unconventional or asymmetric means of engaging us. This will require the joint force commander (JFC) to fully understand the operating environment for Military Operations Other Than War (MOOTW). The synchronization of conventional and SOF, although crucial to the success of any military operation discussed in joint doctrine, is the most critical aspect of MOOTW. When the JFC first begins planning he must first understand how his military means are going to achieve his operational objectives. In order to accomplish this demanding task, he has to fully understand how best to integrate the full range of military options available and how to synchronize his conventional and SOF for mission accomplishment. The JFC has several doctrinal keys to successfully employ operational art in a MOOTW environment. Most important are the strategic estimate and the facets of operational art especially synergy, simultaneity and centers of gravity. Of the six MOOTW principles, the most important to the JFC are unity of effort, restraint, perseverance, and legitimacy. The JFC by constant awareness of the MOOTW principles and applying the facets of operational art most important to MOOTW will best synchronize his forces. This will ensure that the JFC really understands what the mission is and tailors the force to achieve the military and political objectives in the shortest time with the fewest casualties.

Book excerpt: The dynamic environment of the post-Cold War era has increased the probability that the United States will be called upon more frequently to use military personnel in untraditional, noncombat missions. In his January 1994 report to the President and Congress, Secretary of Defense William J. Perry stated: "The fundamental foreign policy goal of the United States is a stable world order in which democratic values and free trade can flourish." The evolving multipolar world, with its border disputes and ethnic, tribal, and religious conflicts, jeopardized the United States' interests in regional security, democratic freedoms, free markets, and human rights. Historically, governments have utilized their armed forces as instruments of national power in order to achieve political objectives. Today, the US and other nations continue to supplement their political, economic, and informational instruments of national power with use of their military forces through what are broadly termed "peace operations" or "Operations Other Than War." Unlike its counterparts in other nations, the US military has a unique asset which can enhance the success of peace operations. This asset is the Civil Affairs units which are specially trained to support the civil-military aspects of missions during either wartime or peacetime. This paper will discuss the United States use of Army Civil Affairs elements in the peace operations recently undertaken in Somalia and Rwanda plus a limited synopsis of the recent deployment to Haiti. First, it will provide an overview of emerging military doctrine and definitions of peace operations and operations other than war. It will include a brief review of the types of military activities in these operations and the complex environments in which they occur. Second, this paper will briefly review recent historical examples of US involvement in peace operations. This will be followed by a review of the organization, roles, and capabilities of Army Civil Affairs (CA) elements. Next, an overview of US military involvement in the recent missions in Somalia, Rwanda, and Haiti will follow. This discussion will include a summary of the utilization of CA elements in these operations. Finally, recommendations will be offered to strengthen planning and preparation for future military support of peace activities.
