Book excerpt: Includes more than 30 photos, maps and plans This study examines a counterinsurgency campaign conducted during the Iraq War between the fall of 2005 and spring of 2006 in the district of al-Qaim on the Syrian border. In many ways, the struggle to clear and hold the district marked a turning point for the U.S. Marines fighting to bring security and stability to al-Anbar Province. The tactics and procedures utilized by the Marines of Regimental Combat Team 2 as well as its numerous supporting units served as a model for future operations in 2006 and 2007. The Iraq War began in 2003 with a lightning quick assault by Coalition forces that toppled Saddam Hussein’s Ba’athist regime within a matter of weeks. During the months immediately following the overthrow of the old regime, a lack of adequate security forces and indecision among policy makers rapidly led to a collapse of order and stability. By the summer a broad insurgency conducted by former regime loyalists, criminals, and Islamic fundamentalist fighters had broken out against the U.S. occupation of the country. The U.S.’ initial goal of creating an independent, democratic government was superseded by the more basic and pressing need to establish a secure and stable Iraqi state. The lack of a unified approach to U.S. strategy in Iraq meant that it often fell to the commanders of smaller units (brigades, regiments, and battalions) to devise an effective means for defeating the insurgency in their particular areas of responsibility. It was in this type of operating environment that the commander of Regimental Combat Team 2, Colonel Stephen W. Davis, and one of his battalion commanders, Lieutenant Colonel Julian D. Alford of 3d Battalion, 6th Marines, undertook a concerted campaign to clear and secure al-Qaim District in western Iraq.

One of the most common criticisms of the U.S. plan to invade Iraq in 2003 is that too few troops were used. The argument often fails to satisfy anyone for there is no standard against which to judge. A figure of 20 troops per 1000 of the local population is often mentioned as the standard, but as McGrath shows, that figure was arrived at with some questionable assumptions. By analyzing seven military operations from the last 100 years, he arrives at an average number of military forces per 1000 of the population that have been employed in what would generally be considered successful military campaigns. He also points out a variety of important factors affecting those numbers-from geography to local forces employed to supplement soldiers on the battlefield, to the use of contractors-among others.

Commanders and institutional leaders must recognize shortfalls and resolve gaps rapidly in the middle of the fog of war. The side that reacts best (and absorbs faster) increases its chances of winning. Mars Adapting examines what makes some military organizations better at this contest than others. It explores the institutional characteristics or attributes at play in learning quickly. Adaptation requires a dynamic process of acquiring knowledge, the utilization of that knowledge to alter a unit’s skills, and the sharing of that learning to other units to integrate and institutionalize better operational practice. Mars Adapting explores the internal institutional factors that promote and enable military adaptation. It employs four cases, drawing upon one from each of the U.S. armed services. Each case was an extensive campaign, with several cycles of action/counteraction. In each case the military institution entered the war with an existing mental model of the war they expected to fight. For example, the U.S. Navy prepared for decades to defeat the Japanese Imperial Navy and had developed carried-based aviation. Other capabilities, particularly the Fleet submarine, were applied as a major adaptation. The author establishes a theory called Organizational Learning Capacity that captures the transition of experience and knowledge from individuals into larger and higher levels of each military service through four major steps. The learning/change cycle is influenced, he argues, by four institutional attributes (leadership, organizational culture, learning mechanisms, and dissemination mechanisms). The dynamic interplay of these institutional enablers shaped their ability to perceive and change appropriately.

The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history. To date, few official studies have been conducted to review what happened, why it happened, and what lessons should be drawn. The U.S. Army in the Iraq War is the Army's initial operational level analysis of this conflict, written in narrative format, with assessments and lessons embedded throughout the work. This study reviews the conflict from a Landpower perspective and includes the contributions of coalition allies, the U.S. Marine Corps, and special operations forces. Presented principally from the point of view of the commanders in Baghdad, the narrative examines the interaction of the operational and strategic levels, as well as the creation of theater level strategy and its implementation at the tactical level. Volume 1 begins in the truce tent at Safwan Airfield in southern Iraq at the end of Operation DESERT STORM and briefly examines actions by U.S. and Iraqi forces during the interwar years. The narrative continues by examining the road to war, the initially successful invasion, and the rise of Iraqi insurgent groups before exploring the country's slide toward civil war. This volume concludes with a review of the decision by the George W. Bush administration to "surge" additional forces to Iraq, placing the conduct of the "surge" and its aftermath in the second volume.

This volume begins in January 1964 and ends just before the landing of the 9th Marine Expeditionary Brigade at Da Nang on 8 March 1965, a pivotal moment that marked the official transition from the United States' advisory mission to a more active combat mission. In doing so, it traces Greene's growing frustration with McNamara's and Johnson's equivocation and uncertainty about Southeast Asia. Book excerpt: This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.
