This report considers how far this drawdown should go and how many troops should be left behind, focusing on the post-1995 period. The author develops four options for sizing the future U.S. presence, each representing a distinct choice in terms of policy, strategy, and capability: Forward Presence, Dual-Based Presence, Limited Presence, and Symbolic Presence. The author finds that a strong case can be made for a posture of forward presence, which alone meets the requirements flowing from all U.S. goals while maintaining flexibility for the future. Militarily, this option provides an operationally coherent force that can conduct major independent combat missions in Europe on short notice. Also, this posture provides a wide range of diverse capabilities for meeting peacetime needs, while fulfilling the broad spectrum of crisis and wartime requirements--small and large--that might arise on a time-urgent basis. Politically, this posture is attractive because it projects a weighty U.S. military presence onto the European continent, thereby reminding all nations that the United States is a European power with vital interests there. This posture would also help maintain NATO's unity under U.S. leadership, reassure allies, and credibly warn potential adversaries. It would contribute to maintaining a military balance of power and encouraging a cooperative security architecture in Europe. Finally, it would help foster the kind of geostrategic stability that encourages progress toward a peaceful and united continent in close partnership with the United States.

By 1968, however, the disciplined military of the Allies had been replaced with rundown barracks and shabby-looking GIs, and U.S. bases in Germany had become a symbol of the army’s greatest crisis, a crisis that threatened the army’s very existence. In An Army in Crisis Alexander Vazansky analyzes the social crisis that developed among the U.S. Army forces stationed in Germany between 1968 and 1975. This crisis was the result of shifting deployment patterns across the world during the Vietnam War; changing social and political realities of life in postwar Germany and Europe; and racial tensions, drug use, dissent, and insubordination within the U.S. Army itself, influenced by the civil rights movement, the Vietnam War, and the youth movement in the States. The symposium opening address by Deputy Secretary of Defense John Hamre (Chapter 1) and the keynote address by the Supreme Allied Commander Europe General Wesley Clark (Chapter 2) cogently set the stage for discussion. Chapters 3, 4, and 5 address the first panel topic, "Is Europe Still Strategically Important to the United States? Chapters 6, 7, and 8 tackle the second topic, Potential New Missions for NATO in the 21st Century, while Chapters 9, 10, and 11 are devoted to the last topic, What Type of Deployed Forces Does the United States Require to Meet Its Commitments in Europe? Noteworthy among the commentaries is the wrap-up by General Crosbie E. Saint (USA Ret.). As Commander in Chief of U.S. Army Europe during the period of the Gulf War, General Saint supplied the U.S. Army VII Corps, nominally slated as an element of NATO forces, to the coalition command that executed Operation DESERT STORM.
